Changes resulting from the December 14, 1990 letter include:

1.

Added forward flow verification requirements for Instrument Air Vnive 01P19V004.

2.

Added Instrument Air Valves N1P19V135, N1P19V137 A and B, and N1P19PSV2228 (o the Program.

3.

Added relief request 01P19-RV-2 forward flow testing of 01P19V004 at each refueling outage.

4.

Added relief request 01P19-RV-3 for reverse flo ' closure of N1P19V135 and l

N1P19V137 A and B at each refueling.

In addition, Revision 5 deletes or modifies relief requests as follows:

Deletes relief request PR-18 which requests relief from the Codo instrument l

range requirements of IVP-4120. Code Case N-472, which allovs the use of a digital vibration monitor, was incorporated into Rev. 8 of Regulatory Guide 1.147.

Deletes reference to valves OV115A, B & C from relief request 01E21-RV-3 and adds new relief request 01E21-RV-15 for these valves. Valve category was changed from AC to C.

It should be noted that the relief requests contained in this submittal vere developed as a result of commitments made prior to receipt of the NRC Safety l

Evaluation, dated May 23, 1991 entitled, " Relief Request for The Inservice Testing Program for Pumps and Valves at the Joseph H. Farley Nuclear Plant Units 1 and 2 (TAC Nos. 65489 and 71579)". This submittal does not address the specific program and relief request changes requested by the May 23rd letter.

Changes resulting from the Safety Evaluation vill be transmitted in accordance with the schedule given in the Safety Evaluation.

It is respectfully requested that the relief requests included in Revision 5 cf the Unit 1 IST Program be granted by October 31, 1991.

Upon granting of those relief requests, Alabama Power Company vill implement Revision 5 of the IST Program.

PUMP IST PROGRAM II.1 MTRODUCTION This section presents the program for inservice testing (IST) of safety-related pumps at Unit 1 of the Farley Nuclekt Plant, in compliance with the requirements of 10 CFR 50.55a. This program has been prepared to the requirements of the American Society of Mechanical Engineers (ASHE) Boiler and Pressure Vessel Code,Section XI, Subsection IVP, 1983 Edition with Addenda through Summer, 1983, for ASME Class 1, 2, and 3 pumps which are provided with an emergency power source and perform a specific function in shutting down the reactor or mitigating the consequences of an accident.

11.2 PUMP IST PROGRAM CONCEPT to this section addressesSection XI testing requirements for all ASME Class 1, 2, and 3 pumps provided with an emergency power source, and which are required to perform a specific function in shutting dovn the reactor or mitigating the consequences of an accident. Test requirements determined to be impractical for a large number of pumps have been addressed in Section I under General Relief Requests for Pumps.

In addition to those general relief requests, this section includes requests for relief from Code requirements found to be impractical for specific pumps.

Each relief request provides justification for deviation from the Section XI specified test and proposes appropriate alternate testing.

II.3 C_0DE CASES Code Case N-472 listed in Regulatory Guide 1.147 Revision 8 vill be used by Alabama Power Company for pump vibration testing.

Provide cooling water to safety-related equipment.

Test Requirement:

Table IWP-4110-1 requires that flow rate instrument accuracy be +2 percent of full-scale.

Basis for Relief:

In order to obtain the 1.1 percent accuracy for the installed annubar flow elements, they must be installed with at lease 3 to 4 pipe diameters downstream and 6 pipe diameters upstream.

Due to system pipe configuration, the downstream installation is in compliance but the upstream installation is a half-pipe diameter short.

The annubars are certified for a 0.1 percent repeatability.

Repeatability is a more important consideration in monitoring for pump flow degradation.

All flow measuring instrumentation associated with the annubars is in compliance with the requirements of Table IWP-4110-1.

Alternate Testing:

The installed annubar flow elements will be used to mea =ure pump test flow rate to the requi: o. ants of Table IWP-3110-2.

Exercise, time and fail Basis for Relief:

These reactor vessel head vent valves are Target Rock solenoid operated valves.

The valve position indicators are located in the solenoid coil circuit and do not provide a positive means for valve position verification or valve stroke timing.

In order to verify that the valves exercise open and reclose, it is necessary to establish flow through the vent lines.

Flow cannot be established through the vent lines except at refueling or cold shutdown when proper plant conditions for testing can be established.

To insure that a stuck open valve would not cause an uncontrollable rapid depressurization it is necessary that RCS pressure be less than 50 psig.

Alternate testing:

These valves will be full-stroke exercised and the head vent flow path verified operable at refueling or at least every 18 months as required by Plant Technical Specifications.

In addition, thase valves will be exercised at cold shutdown if RCS pressure is less than 50 psig.

ASME Section XI Quarterly Test Requirements:

Verify forward-flow operability quarterly or at cold shutdown (IVV-3521).

Basis for Relief:

There are no system design provisions for verification of forward flow operability and testing vill require isolation and venting of the instrument air header.

Instrument air supplies a number of components inside containment which are necessary for normal operation.

Testing during normal operation vould deprive these components of their normal air supply, and since the system has no reserve air storage capacity, could result in operating transients and a possible forced plant shutdown.

Alternate Testing:

This valve vill be forward-flov verified at refueling when instrument air can be isolated without causing loss of instruments and components necessary for plant operations.
