Gentlemen-This letter is being submitted in response to the requested action specl6ed in NUREG4737,

" Clarification of TMl Action Plan Requirements," Action item II.K3.17, " Report on Outages of..

Emergency Core Cooling Systems Licensee Report and Proposed Technical Specincation Changes," for Umerick Generating Station (LGS), Unit 2. By letter dated October 31,1980, the NRC issued NUREG-0737 to licensees of operating power reactors and applicants for operating -

licenses providing specific Three M5e Island (TMI) related action item issues which the NRC recommended for implementation. Specifically, TMI Action item II.K3.17 requested that -

licensees submit a report detaling outage dates and length of outages for all of the Emergency 4

Core Cooling Systems (ECCS) for the last five (5) years of operation. However, since LGS, Units 1 and 2, were not licensed and were under construction at the time the NRC issued NUREG-0737, PECO Energy Company committed to reporting the ECCS outage data for the first Ove (5) year period beginning with the date of commercial operation for each unit. The NRC accepted our schedule for providing this information as documented in the LGS Safety Evaluation Report (SER) NUREG 0901 dated August 1983, Section 15.9, 'TMI Action Plan '

Requirements.". The five (5) year period began for Unit 1 on February 1,1986, when Unit 1 began commercial operation and ended on February 1,1991. The ECCS outage data report for 3

Unit I was subsequently submitted by letter dated AprH 8,1991. The five (5) year period for Unit 2 began on January 8,1990, when Unit 2 began commercial operation and ended on January 8, 1995.

The attached ECCS outage data for LGS Unit 2 covering the period January 8,1990 through January 8,1996, is provided in tabular form and contains the following information as requested in NUREG-0737.

2)

The cause of outage 3)

The speclRc ECCS involved in the outage.

4)

Any corrective action taken.

During the five (5) year reporting period, plant Administrative Guulelines (AGs) concoming ECCS outages were developed and implemented based on applications of the LGS Prahahalatb Risk Assessment (PRA) to plant maintenance. These AGs provide 1) decielon making and planning guidance for performing ECCS outages based on the LGS PRA and sound operating judgement; i

2) guidance concoming the prioritization, planning, and scheduling d maintenance on ECCS and related equipment addressed in the LGS PRA; and 3) identification of plant J

l systems / equipment considered to be important to safety on the basis of the LGS PRA. As a result of ' i@,

_! -i and application of these AGs, ECCS outages and durations are kept to l
