Enclosed is a final report in accordance with 10CFR50.55(e) for the problem concerning control rod drive system clamps. This condition was reported via telecon to Mr. H. Kister of your staff on April 5,1983 as a potentially reportable deficiency. Interim reports were submitted via our letters dated May 4, 1983 and September 1, 1983.

Description of the Problem Control rod drive system piping clamps were supplied by General Electric Company as part of shop-installed reactor vessel internals. The clamps restrain General' Electric-supplied piping in the' area ofLthe control: rod drive housing. Reactor Controls, Incorporated utilized these. supports-as' ASME-qualified pipe supports in the control rod drive piping analysis. Since that time, General Electric has informed Stone & Webster Engineering Corporation.

! Analysis of Safety Implications As stated above, the clamps restrain General Electric-supplied piping in the area of the control rod drive housing. - There is a possibility that if this -

problem were to have remained uncorrected, it could have adversely affected the safe operation of the plant. A detailed analysis of safety. implications

' was not performed because the corrective action as outlined below has been-taken.

Corrective Action Niagara Mohawk has removed all the subject General Electric clamps.
