3.0 SCOPE

3.1 Purnos e This procedure provides instructions on the classification of emergencies at St. Lucie Plant.

3.2 Discussion In order of increasing seriousness, these are:

Unusual event Alert Site area emergency General emergency A gradation is provided to assure fuller response preparations for more serious conditions.

3.3 Authority This procedure imple=ents the St. Lucie Plant Emergency Plan.

3.0 SCOPE

(continued) 3.4 Definitions ,

3.4.1 Unusual Event - This classification is represented by off-normal events or conditions at the plant for which no significant degradation of the level of safety of the plant has occurred or is expected. Any releases of radioactive material which may have occurred or which may be expected are minor and constitute no appreciable health hazard.

3.4.2 Ale rt - This classification is represented by events which involve an actual or potential substantial degradation of the level of safety of the plant combined with a potential for limited uncontrolled releases of radioactivity from the plant.

3.4.3 Site Area Emergency - This classification is composed of events which involve actual or likely major failures of plant functions needed for protection of the public combined with a potential for significant uncontrolled releases of radioactivity from the plant.

3.4.4 General Emergency - This classification is composed of events which involve actual or imminent substantial core degradation and potential loss of containment integrity combined with a likelihood of significant uncontrolled releases of radioactivity from the plant.

4.0 PRECAUTIONS

4.1 Conflicting Information When apparently conflicting information is available, the condition shall be classified at the most serious level indicated.

4.2 Judemental Decision If, in the judgment of the Nuclear Plant Supervisor (Emergency )

Coordinator), a situation is more serious than indicated by instrument readings or other parameters, the emergency condition shall be classified at the more serious level.

5.0 RESPONSIBILITIES

5.1 Plant Personnel All plant personnel are required to pramptly report the existence of an emergency condition to the Nuclear Plant Supervisor by the f ascest means possible.

5.2 Nuclear Plant Supervisor 5.2.1 The Nuclear Plant Supervisor shall preeptly classify abnormal situations into one of the four defined categories.

5.2.2 If the diagnosis indicates that the condition is classified as an Unusual Event, Alert, Site Area Emergency, or General Emergency, the Nuclear Plant Supervisor (NPS) shall declare an emergency. -

5.2.3 If an emergency has been declared, the Nuclear Plant Supervisor shall become the Emergency Coordinator and retain this position until relieved.

8.0 INSTRUCTIONS t l 8.1 The Nuclear Plant Supervisor shall initially classify a situation as soon as possible af ter becoming aware of the situation. The

, classification shall be made on the basis of readily available observations and/or calculations and should not rely on sampling and laboratory analysis.

NOTE: Within 15 minutes af ter the initial classification, the state and/or local agencies listed in the appropriate check list in EPIP 3100021E shall be notified.

8.2 If subsequent information of a more detailed nature (e.g., sanpling results) becomes available af ter the initial classification has been made, the event shall be reclassified by the Emergency Coordinator if appropriate.

8.3 The Nuclear Plant Supervisor shall classify events in accordance with the attached Classification Tables. The event shall be classified by matching the actual situation to the one most closely approximating it in the tables.

8.4 Cltssification Tables are provided for the following categories:

3.1 Pu rpos e This procedure describes the members and duties of the On-Site

. Emergency Organization (see Figure 1).

3.2 Discuss ion During the period immediately following the declaration of an emergency, the shif t operating staff constitutes the immediate response organization, i.e., the Interia Emergency Teams. Emergency requirements take immediate precedence over normal operating

' responsibilities (as deternined by Emergency Procedures or at the direction of the Emergency Coordinator). Subsequent to the immediate response actions and notifications , of f-duty plant staf f will begin arriving to form the Primary Emergency Teams and to staf f the On-Site Support Centtrs. The On-Site Emergency Organization reports to and supports the Emergency Coordinator.

I 4.0 Precauttans:

4.1 The Interim Teams should take action regardless of the fact that the Primary Emergency Team members may be present. .

Members of an Interim Emergency Team may consider themselves relieved g upon the specific instructions of a recognized superior or the Primary Emergency Team Leader. Merely knowing that a superior or a Primary Emergency Team Leader is present does not constitute a release from emergency duties and responsibilities.

< 4.2 At their own option, and with the concurrence of the Ecergency I Coordinator, Primary Emergency Team Leader of that team may relieve their counterpart on the Interim Emergency Teams.

5.0 Res pons ibilities :

' 5.1 Emereenev Direction and Control The Emergency Coordinator shall be responsible for direction and control, as described in E-Plan Implementing Procedure 3100021E, Duties of Emergency Coordinator.

5.2 Notifiestion and Communiestion The Emergency Coordinator shall be responsible for notification and communications as described in E-Plan Implementing Procedure 3100021E, Duties of Emergency coordinator. The Duty Call Supervisor shall be responsible for initial notification assistance.

5.3 Radiation Team The Realth Physics Supervisor shall be the Primary Radiation Team Leader. He shall direct the actions of the Health Physics e technicians under the orders of the Emergency Coordinator. The s Senior Health Physics representative on site is designated as the Interim Radiation Team Leader with support from Nuclear Operators.

5.4 Plant System Enrineerine The Shif t Technical Advisor shall provide the initial technicsl support necessary for repair or corrective action and shall be primarily responsible for accident assessment.

5.5 Fire Team The Nuclear Watch Engineer is the Fire Team Leader. This position is manned continuously, buc, if he is not available, the Turbine Operator acts as his alternate. The St. Lucie County - Ft. Pierce Fire District may respond to fires on-site, if requested.

The Security Team Leader shall be responsible for notifying the Emergency Coordinator of unaccounted for personnel Notification of occupants in the Owner Controlled Area shall take place during the security search.

5.8 Rescue noerations Rescue Operations shall involve the First Aid / Decontamination Team and the Radiation Team as necessary. Under the control of the Radiation Team Leader, entry to potentially hazardous areas shall be i made by the First Aid / Decontamination Team with assistance fron the Radiation Team. Upon notification of the injury, both teams shall respond per the Emergency Coordinator's instructions.

5.9 Re-Entrv Team Re-entry teams shall be formed as necessary in accordance with E-Plan Implementing Procedure 3100027E, Re-Entry.

5.10 Recoverv and Restoration Team Recovery and Restoration Operations shall involve all emergency teams as necessary. Team members shall be assigned from available plant staff.

5.11 Technical sonnort center staf f The TSC shall be used to provide plant management and technical sup po rt to plant operations personnel during eeergency conditions.

A primary task shall be to relieve the Ezergency Coordinator of of f-site communications to the state and local agencies, NRC and the FPL Off-Site Emergency Organization. The TSC staff shall provide technical support as requested by the Emergency Coordinator and shall direct itself toward determining current and projected plant status and providing in-depth diagnostic and engineering assistance, as required.

I 8.0 Ins t ructions :

8.1 Upon declaration of an emergency, the Interim Team Leaders shall contact the Emergency Coordinator to determine the immediate response teams needed.

8.2 The Emergency Coordinator shall notify the Duty Call Supervisor to inform necessary plant management and Primary Team Leaders to report to the Technical Support Center for assignment, if necessary.

8.3 The Technical Support Center Supervisor shall assiat the Emergency Coordinator in assigning personnel to the Technical Support Center

(' or the Operations Support Center.

8.4 Department heads or their designated alternates shall report to the Technical Support Center where they shall, if necessary, relieve the 5 Interim Tsam Leaders, and assume their responsibilities as Primary Team Leaders; or staff the Technical Support Center as directed by the Emergency Coordinator.

8.5 Appendix A is the Call List to assist the Emergency Coordinator in initial notifications.

8.6 Appendix B is the Operations Duty Call Supervisor's Call Lict. The

3.0 SCOPE

3.1 Purpose

This procedure provides instructions to be followed when notified by the Weather Bureau of a hurricane warning, abnormally high or low water levels, or if a tornado strikes the plant or area. This procedure also provides instructions in the event of an earthquake. /Rll

3.2 Discussion

The natural emergencies considered in this procedure are tornados, hurricane warning, abnormal water level, and earthquakes. /R11 Warnings of impending natural emergencies are issued by the U.S.

Government National Oceanic and Awaospheric Administration (NOAA)

(U.S. Weather Bureau) based on various weather surveillance means such as rac'ar, satellite photographs and meteorological reporting stations. These warnings provide adequate information of the approach of natural emargancy conditions. ,

The warnings issued by NOAA (U.S. Weather Bureau) are received at the FPL System Operations Office on the Weather Bureau teletype network.

If a severe weather or tornado warning (or watch) is declared, the NPS shall determin's if this warrants immediate action. Response to the severe weather warning (and hurricane watch) is contained in Operating Procedure 3100.010, Severe Weather, Tornado Watch / Warning and Hurricane Watch Preparation.

/R11 The person receiving the information regarding the weather (normally the RCO) shall inform the NPS and NWE.

The PPL System Operations Office also receives weather information from the Eastern Air Lines weather service.

3.3 Authority

This procedure implements the St. Lucie Plant Emergency Plan.

3.4 Definitions :

The following terms, as used by NOAA (U.S. Weather Bureau), will be used throughout this procedure:

1. SEVERE WEATHER OR TORNADO WATCH: Meteorological conditions in the area described are f avorable to the formation of severe thunderstorms, with high winds (up to 40 mph) and/or tornados.

2. SEVERE WEATHER OR TORNADO WARNING: This condition is declared once the surveillance means have shown that severe thunderstorms

, with high winds are occurring and/or a tornado has been sighted. The area for which this warning is issued is usually smaller than that for which a watch is declared and comprises the area where the severe weather is occurring and the areas into which it is expected to move to in the next 4 to 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.

3. TROPICAL STORM: A weather disturbance of large size with winds of 39 to 73 mph, rotating in a couterclockwise _ direction, accompanied by torrential rains and an area of low barometric pressure.

4 HURRICANE: Same as a tropical storm, but the winds are over 73 mph and a well defined low barometric pressure center, called-the ETE of the storm, is present.

l EYE: The center of a hurricane where calm prevails, with winds S.

of no more than 20-30 mph and little or no rain.

approaching the U.S. coast and comprises an area approximately '

100 miles either side of the expected place where it could come inland. It also gives the size, maximum winds, and direction and speed of travel. -

8. HURRICANE WARNING: This is a communication from NOAA issued whenever a hurricane is between 12 to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> from and approaching the U.S. coast and comprises an area approximately 50 miles either side of the expected place where the hurricane will strike the coastal areas. The size of the area comprised by the warning will be determined by the area over which hurricane force winds can be expected. This warning also gives the expected tine and location where the hurricane will strike the coast, as well as the size, maximum winds, and direction and speed of travel. The warning may also describe the coastal areas where high water, floods or high waves can be expected.

4.0 PRECAUTIONS

4.1 Do not assume the emergency to be over until receipt of of ficial word from NOAA that there is no longer a threat to the area.

4.2 In the event that the R17r is not available due to a natural emergency, be in at least Hot Standby within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />. The Safety Injection tanks j should be used for makeup to the RCS if other sources are not available. If SIT's are to be used, proceed to Step 5.3.30 as stated in Emergency Operating Procedures 1-0030140 and 2-0030140,

" Blackout Operation," and proceed accordingly. /R11 4.3 Minimize or stop all handling of radioactive materials and avoid releases of radioactive waste to the environment during the duration of the emergency.

This procedure is divided into separate sections for clarification. Upon notification or discovery of an event, select the applicable section for

appropriate instructions.

8.1 Tornado Activity A tornado on site or striking facility is grounds for implementing the Site Emergency Plan.

8.1.1 Tornado on Site: This is classified as " Unusual Event" in accordance with EPIP 3100022E. Refer to EPIP 3100021E to implement the Emergency Plan as an Unusual Event.

8.1.2 Tornado Striking Facility: This is classified as an " Alert" in accordance with EPIP 3100022E. Refer to EPIP 3100021E to ,

implement the Emergency Plan as an Alert condition.

8.2 Hurricane Warnine - (Should be used for severe tropical storm also). The information regarding weather reports should have already been established during the hurricane watch.

8.2.1 Implement the Emergency Plan as necessary in accordsnee with EPIP 3100021E, ' Duties and Responsibilities of the Emergency Coordinator."

8.2.2 The NPS shall ensure that preparations listed in OP 3100010 are completed or are in progress.

8.2.3 The NPS shall ensure all visitors leave the plant property.

This should be verified by the Shif t Security Supervisor.

8.2.4 The NPS shall ensure that preparations listed on Check List I are made.

8.2.5 Eave the Operations Duty Call Supervisor notify the l

Maintenance Superintendent (or alternate) add request that the preparations listed in Check List 2 are made.

8.2.6 When official word is received that the storm has passed, the NPS should have the equipment restored on an as needed basis.

(continued) 8.3 Abnormal Water Levels 8.3.1 High Water Levels -

A) Preparations for abnormally high water levels may be the

. same as for hurricane warning (i.e., installation of stoplogs, etc.).

B) Monitor the abnormally high water levels and respond accordingly to mitigate the ef fects.

C) Compare the abncrmally high water levels with the emergency action levels in EPIP 3100022E, " Classification of Emergencies" and implement the emergency plan if and as necessary in accordance with EPIP 3100021E, " Duties and Responsibilities of the Emergency Coordinator."

8.3.2 Low Water Levels A) Preparation for abnormally low water levels may include activities indicated in " Operational Requirements for the Emergency Cooling Canal," Procedure 1-0360040 (Unit 1) or 2-0360030 (Unit 2).

B) Monitor the abnormally low water levels and respond accordingly to mitigate the effects.

C) Compare the abnormally low water level with the emergency action levels in EPIP 3100022E, " Classification of Emergencies" and implement the emergency plan if and as necessary in accordance with EPIP 3100021E, " Duties and Responsibilities of the Emergency Coordinator."

8.4 Earthquake 8.4.1 When information is received that an earthq6ake has occurred or the annunciators on RTCB I.06 (S36 and S46) or RTGB 206 (S44 and S54) alarm, the NPS is responsible to ensure -

completion of the following: /R11 A. Inspect areas of the plant to determine any detrimental effects.

3.0 SCOPE

3.1 Purpose This procedure provides instructions to control and extinguish fires, minimize damage and prevent personal injuries.

3.2 Discussion 3.2.1 Any uncontrolled fire is considered a Fire Emergency. In order to control and extinguish a fire, a fire fighting organization has been established.

3.2.2 The Fire Team is composed of members of the Operating group assigned to the St. Lucie Plant. The members of the Fire Teams are qualified in fire fighting.

3.2.3 F< . a list of the locations of fire fighting equipment, refer to the Mechanical Maintenance preventive maintenance program as delineated in Admin. Procedure No. 0010431 ' Preventive Maintenance Program".

3.2.4 The emergency classification system includes certain fire related events. Thus, fires may be classified as Unusual Events, Alerts, or Site Area Emergencies.

4.0 PRECAUTIONS

4.1 Class "C" fire extinguishers (CO2 or Dry Chemical) or fog type fire hose nozzles shtli be used on combustible liquid fires, electrical fires or on fires which might involve energized conductors and/or eqttipment.

4.2 Foam type fire exting tishing materials shall not be used on electrical fires.

4.3 '4 hen fighting fires in the Radiation Controlled Area that may involve radioactive materials, the members of the Fire Team shall use additional protective equipment specified by the Radiation Team Leader and shall follow any instructions he issues regarding precautions to observe while fighting the fire.

5.0 RESPONSIBILITIES

5.1 The Nuclear Watch Engineer is the Fire Team Leader. If he is not available, the Nuclear Turbine Operator acts as his alternate. It shall be the responsibility of the Fire Team Leader to:

5.1.1 Pirect all phases of the fire fighting activities.

5.1.2 Coordinate the activities of any outside fire fighting organization called in to assist with the emergency.

5.2 It shall be the responsibility of each Fire Team member to be thoroughly familiar with the contents of this procedure and the location of fire fighting equipment in the plant.

5.3 All personnel shall be f amiliar with the location of, and be f amiliar with operation of fire equipment in their designated work s tatio ns.

5.4 on the basis of observations, the Nuclear Plant Supervisor is responsible for classification of the emergency. He is also responsible for making notifications and taking other actions appropriate to the emergency class.

8.0 INSTRUCTIONS

8.1 When an individual discovers a fire which can be safely extinguished using fire fighting equipment at hand, he shall do so and then promptly notify the Nuclear Plant Supervisor.

8.2 When an individual discovers a fire or explosion resulting in a fire which cannot be extinguished using fire fighting equipment at hand,he shall notify the Nuclear Plant Supervisor over the PA system or the control room by dialing 333 on any PAX telephone. The followin~g information shall be given:

8.2.1 Location of the fire.

8.2.2 Type of fire, if known.

8.2.3 Whether or not there are any injured personnel.

8.2.4 Extent of damage to plant components.

M: Speed in notification is much more important than the completeness of the initial report.

8.3 The Nuclear Plant Supervisor shall instruct the individual to take any immediate action he is qualified to perform to extinguish the fire.

8.4 The Nuclear Plant Supervisor shall cross-connect the PA system, declare a Fire Emergency, announce the location of the fire, and sound the fire alarm. If sufficient information is available, he shall classify the emergency and implement the Emergency Plan.

(1) The Nuclear Watch Engineer will direct, by use of the page system, which members will meet him at the fire site, and which members will go to the fire house.

(2) If the fire is found to be in the Radiation Co'ntrolled Area, the Radiation Team shall be activated by the Emergency Coordinator (Nuclear Plant Supervisor).

(3) If the fire or explosion is in the Radiation Controlled Area, they shall wear appropriate protective clothJ ng and respiratory equipment and personnel monitoring devices, attempt to stay upwind of tha fire, and coordinate their actions with the Radiation Team.

(4) During normal working hours additional personnel are available from the maintenance department to support fire fighting efforts unti) outside assistance is obtained.

(5) The Emergency Coordinator (Nuclear Plant Supervisor) shall designate additional available on-site personnel to assist in extinguishing the fire, as required by the situation.

8.4.1 Requesting Outside Fire Assistance:

(1) If the fire is too large to be controlled by available plant forces, the St. Lucie County-Ft. Pierce Fire District shall be called by the Emergency Coordinator.

(2) The main guard station shall be notified of the location of the fire and the expected arrival of the off-site fire fighting equipment.

(3) Working communications shall be established between the Emergency Coordinator, the person in charge of the off- ,

site fire fighting organization, the Radiation Team Leader, if the fire is in the Radiation Controlled Area, and the Fire Team Leader.

Pierce 461-1547 /R8 (4) In the case of an uncontrolled fire, not involving a safety system, lasting more than 10 minutes, the Nuclear Plant Supervisor shall declare an UNU5UAL EVENT. /R8 (5) In the case of an uncontrolled fire, potentially affecting safety systems and requiring off-site support in the opinion of the Nuclear Plant Supervisor, he shall declare an ALERT. /R8 (6) In the case of a fire resulting in degradation of safety systems, the Nuclear Plant Supervisor shall declare a SITE AREA EMERCENCY.

3.2 Discussion 3.2.1 Re-entry into an evacuated area shall be made only when authorized by the Emergency Coordinator and under the supervision of the Radiation Team Leader (RTL) or Interim RTL. R6

1. To ascertain that all personnel who were in the affected area have been evacuated and to search for unaccounted for personnel.
2. To rescue any injured or trapped personnel from the-affected area.
3. To perform operations which may decrease the severity of the emergency.

3.2.3 The initial entry of th'e Re-entry Team, and all subse-quent entries, until radiation areas have been properly marked, shall take place under the supervision of the Radiation Team Leader.

3.2.4 The Re-entry Team Leaders should be fully briefed concerning the nature of the emergency. 'Information for these briefings will be obtained from the applicable available sources including current operating records, interviews ,

with evacuated employees, and surveys conducted by the Radiation Team.

3.3 Authority This procedure Laplements the St. Lucie Plant Radiological Emergency Plan.

4.0 Precautions

4.1 There shall be no re-entry into the area affected by the emergency after an emergency evacuation unless authorized by the Emergency Coordinator.

4.2 All Re-entry Team members shall wear. protective clothing, dosimeters, respiratory devices, and other protective devices as specified by the Radiation Team Leader.

4.3 The team members should not deviate frem the planned route, unless required by un-anticipated conditions such as rescue, performing an operation which would minimize the emergency condi-tions, etc. i 4.4 If the monitored dose rates encountered during the re-entry exceed the limits set by the Emergency Coordinator and the Radiation Team Leader, the Re-entry Team shall return to'the area from which they were dispatched.

4.0 Precautions

(Continued) 4.5 The following guidelines for emergency exposure of personnel shall be followed during the re-entry operation:

4.5.1 The Emergency Coordinator and the Re-entry Team Leaders shall make every effort to minimize re-entry personnel exposures, utilizing radiation survey and conitoring devicca, protective clothing, breathing apparatus, and other special equipment as required.

4.5.2 Under emergency conditions not requiring action to prevent serious injury or a catastrophic incident, Re-entry Team personnel exposure in excess of 10 CFR 20 limits may be authorized by the Emergency Coordinator, -

but shall not exceed 5 Rem whole body exposure.

4.5.3 A planned emergency dose to prevent serious injury or to prevent destruction of equipment which could result in serious injury should not exceed 12 Rem whole body dose.

4.5.4 Under emergency conditions where immediate action is l necessary to prevent serious injury or a catastrophic incident, Re-entry Team members' exposures authorized by the Emergency Coordinator, with the consent of the individuals to be exposed, should not exceed 25 Rem whole body exposure, except for life saving actions.

4.5.5 For life saving actions, an individual may receive a I

dose of up to 75 Rem whole body exposure.

4.6 A Re-entry Team shall consist of at least two persons.

5.0 Responsibilities

5.1 The Emergency Coordinator has the responsibility for authori:ing re-entry into an area after it has been evacuated. It shall be his responsibility to select qualified personnel for the Re-entry Team and make clear what their assigned. duties are prior to re-entry.

5.2 The Radiation Team Leader shall be responsible for the supervision of the initial entry into an evacuated area, and for all subse-quent entries until radiation areas have been properly marked and a safe route determined. He shall also make recommendations to the-Emergency Coordinator as to the-expected doses the Re-entry Team personnel will be subjected to and the feasibility of attempting re-entry into a given area.

following:

1. Search for injured, trapped or unaccounted for personnel.
2. Operate equipment as needed.
3. Determine the nature and extene. of the emergency and radiological conditions.
4. Establish definite personnel exclusion areas and access routes.

8.2 The Radiation Team Leader shall:

8.2.1 Evaluate the emergency to determine the possible dose rates and stay times. Refer to Step 4.5 of this procedure for guidelines.

8.2.2 Supervise the initial entry of the Re-entry Teams into the area of the emergency and any subsequent entries until readiation areas have been properly marked.

8.2.3 Based on the information available, select a route for the Re-entry Teams to follow into the affected area.

5.0 Responsibilities

5.1 The Plant Manager has the overall responsibility for Emergency Plan -

Training.

5.2 The Plant Training Supervisor is responsible to the Plant Manager for ensuring all Emergency Plan Training is conducted in accordance with the references listed herein.

5.3 The primary team leader of each emergency team is responsible for the development and implementation of his team's training and retraining program. He may assign competent individuals to assist him in accomplishing this task.

5.4 The Operations Superintendent is responsible for the development and implementation of the Emergency Coordinator training and -

retraining program. He may assign competent individuals to assist him in accomplishing this task.

5.5 The Plant Training Supervisor is responsible for development and implementation of Emergency Plan Training of all candidates for reactor operator or senior reactor operator licenses.

5.6 The Plant Training Supervisor shall provide for training all individuals requiring unescorted access on site describing the action to be taken by an individual discovering an emergency condition, the location of assembly areas, the identification of emergency alarms, and the action to be taken on hearing those alarms.

3.0 Scope

3.1 Purpose

! This procedure provides instructions for conducting periodic emergency exercises, drills, and tests.

3.2 Discussion Periodic exercises and drills will be conducted in order to test the state of emergency preparedness of participating personnel, organizations, and agencies. Each exercise or drill will be conducted to:

1) Ensure that participants are familiar 5dth their respective duties and responsibilities.
2) Verify the adequacy of the Emergency Plan and emergency procedures.

3) Test the communication network and systems.
4) Check the availability of' emergency supplies and equipment.
5) Verify the operability of emergency equipment.

These exercises and drills will simulate emergency conditions'and may be scheduled such that two or more exercises or drills are conducted simul-taneously. 4.0 Precautions

4.1 Every emergency alarm or announcement shall be assumed to be true unless an announcement is made to the contrary.

5.0 Responsibilities

5.1 The FPL Emergency Planning Supervisor shall be responsible for planning, scheduling, and coordinating all major emergency drills or -

exercises involving off site agencies. When an exercise is to be conducted, the Emergency Planning Supervisor shall:

a) Schedule a date for the exercise in coordinacion with the Health Physics Supervisor and the primary State and county emergency response agencies. R6 b) Request that the Health Physics Supervisor assign personnel to assist the Emergency Planning Supervisor prepare a scenario. R6.

c) Coordinate all FPL efforts'with other participating personnel,-

8.0 Instructions 8.1 The following emergency exercises, drills, and tests shall be conducted at the frequency indicated: ,

a) Exercises (Integrated Drills)

A major radiological emergency response exercise shall be conducted at least once every twelve (12) months (plus or minus three months) to demonstrate tha effectiveness of the Emergency Plan. This exercise shall be conducted as a Site Area Emergency or General Emergency and will provide for the coordination with and participation of off-site emergency responsa personnel organizations tend agencies including those of federal, state, and local governments. The emergency scenario shall be varied from year to year.

Provisions shall be made to start at least one exercise between 6:00 PM and midnight, and at least one exercise between midnight and 6:00 A.M., e"ery six years. The "Affected Unit" in the exercise should be c'ianged from year to year.

Power & Light Company observers /e"aluators and other observers as appropriate from federal, stat <r, and local agencies. R6 b) Radiological Monitoring Drill 5; A radiological monitoring drill shall be conducted at least once- ,

every twelve (12) months (plus or minus three months). These drills will include collection and analysis of sample media.(e.g. water, air).

This drill should include testing of communications and understanding of communications between the RTL and the teams.

c) Health Physics Drills The IIeal:h Physics Department shall conduct health ohysics drills semi-annually and one of the semi-annual drills may be incorporated into the radiological monitoring drill.

d) Medical Emergency Drill A medical emergency drill involving a simulated contaminated individual, with provisions for activation of the plant First Aid and Personnel Decontamination Team and participation by local support services (i.e., ambulance and off-site medical treatment facility), shall be conducted at least once every twelve (12) months (plus or minus_three months).

The drills also serve to evaluate and document the response of onsite personnel and participating off-site agencies to varying fire situations. The communication links and notification procedures are tested at least semi-annually during fire emergency drills. A post-drill critique is held after each fire drill completed to identify possible areas for improvement in equipment and/or procedures.

f) Communications Tests Communications with the Bureau of Emergency Management.

8.2.2 The Health Physics Supervisor shall designate specific members of the plant staff to act as controllers and evaluators during the drill.
