Dear Mr. O'Reilly:
BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - SUPPLEMENTAL RESPONSE TO VIOLATION 50-438/83-07-02, 50-439/83-07 FAILURE TO AUDIT SEVERAL SITE CONSTRUCTION ACTIVITIES ON AN ANNUfL FREQUENCY As discussed with NRC-0IE Inspector R. W. Wright on September 29, 1983, the date of September 30, 1983 indicated in our July 1,1983 supplemental response for completion of staffing the onsite Quality Assurance Organization would not be met. Offers have been made by TVA to individuals but none have been accepted. TVA is, however, meeting its schedule for performance of the Bellefonte audit and surveillance program with its current staffing level.
