APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder of racility Operating License No. NPF-69, hereby requests that the following changes be made to Appendix A to that license.

Add a footnote to Technical Specification 3/4.6.1.7 that excludes drywell purge supply valve 2 CPS *AOV106 from the leak rate requirements of 4.6.1.7.2 and Action statement 'b' of Limiting Condition for Operation 3.6.1.7 provided that drywell purge supply *T1ve 2 CPS *AOV104 is closed and deactivated and drywell purge supply valve 2 CPS-V6 is locked closed. This is effective until the next shutdown but not later than September 30, 1991.

The proposed changes have been reviewed in accordance with Section 6.5 of the Technical Specifications.

The proposed Technical Specification change is set forth in Attachment A of this application. The proposed changes would not authorize any change in the types of effluents or in the authorized power level of the facility. Supporting information and analyses involving no significant hazards consideration pursuant to 10CTR50.92 are included as Attachment B.

Pursuant to 10CFR50.91 (a) (5), Niagara Mohawk requests that this Application be considered an emergency situation and that the NRC issue the requested license amendment without prior notice and opportunity for a hearing or for public comment. Information contained in Attachment C supports this request.

Page 2 of 2 Attachment D presents the environmental considerations for the proposed Technical Specification changes and concludes that no environmental impact statement or environmental assessment need be prepared.

Wherefore, applicant respectfully requests that Appendix A to racility Operating License No. NPr-69 be amended in the form attached hereto as Attachment A.  !
