GPU Nuclear submitted TSCRs 237 and 215 to delete audit program frequency requirements from the Three Mile Island, Unit I and the Oyster Creek Nuclear Generating Station Technical Specifications, respectively. In each case it

was proposed to use the Operational Quality Assurance (0QA) Plan as the controlling document. As a result, Revision 8 of the 0QA Plan was submitted to the NRC concurrent with the TSCRs.

After reviewing the submittals, the NRC staff indicated concerns with two (2) aspects of the revised 0QA Plan. Specifically, the extension of the maximum i interval between certain types of audits to 36 months and the application of a six month grace period to all other audits were found to be unacceptable. GPU  :

Nuclear has modified the proposed Revision 8 to the 0QA Plan to delete the l aspects deemed to be unacceptable. The revised 0QA Plan pages are attached. I The revised Technical Specification pages submitted with the referenced  !

letters are not impacted by this change.

GPU Nuclear considers these TSCRs to be Cost Beneficial Licensing Actions o (CBLAs). It is estimated that implementation of these changes could result ~ in a savings of $900K for the duration of the current licenses.
