South Carolina Electric and Gas Company (SCE&G), in compliance with Appendix B of the Operating License for the Tirgil C.

Summer Nuclear Station, hereby submits a copy of the correspondence between the South Carolina Department of H6alth and Environmental Control (DHEC) and SCE&G concerning NPDES Permit No. SC0030856 non-compliances.

The Staff was inadvertently omitted on distribution of this information at the time SCE&G originally submitted our response to DHEC.

Dear Mr. Clary:

Attached, please find NPDES Cmpliance Inspection Report and Cmn1iance )bnitoring Report which contain the results of DHEC staff's July 11-13, 1983 inspection of your waste treatment facility. During this sampling period, the sample chain of custody was Inalntained by DHEC personnel and samples were split with your operator. Sampling was perforned as specified in your NPDES permit.

A review of this data reveals that the wastewater discharge frcm the referenced facility was meeting applicable NPDES pemit effluent limitations during the M14ng period.

However, based upon the unsatisfactory ratings noted cn the 3560-3 report, this facility has been given a non-compliance rating for this partimlar inspection.

Since this facility has received a non-ccmpliance rating, you are regaested to rescand within thirty (30) days concerning corrective action. A copy of ycur respcose should also be subnitted to the DHEC Envircmental Oaality Ctatrol Office at the follow-ing aMress:

Some are too thick and no knife edges. Dis-cusstd with Mr. Johns the proper design.

Part 2 - c - 1 Samples-are not iced during collection of composite on 005.

Discussed with Mr. Johns.

Part 3 - a ASTM prpcedures used.

d DO meter calibration is by temperature and air.

Is never checked by Winkler method.

Quality control procedures have not been completed.,

e Lab cupervisor'has requested meeting with Lab Certification Section of this agency for guid-ence in bringing lab up to requirements.

Saction L Outfall 003 - All radiological sampling is performed by the Radiological Division of this agency.

Only one discharge for~006 is permitted.

This discharge has been changed to two discharges -

006A and 006B.

Dear Mr. Murray:

The following information is submitted in response to your letter dated August 30, 1983, in which you notified this f acility of a non-compliance rating for our waste treatment unit.

Individual responses are listed by item number as found in the NPDES Compliance Inspection Report (EPA Form 3560-3) :

Lab sheets are being revised to include Sect. G (a)(i) sample time.

(a)(ii)

- Lab sheets are being revised to include analyses start and stop times.

Lab sheets are being revised to include (a) ( iv)

Analytical Proce'dures used.

(e)

- All NPDES records are maintained for a minimum of five years.

Quality Control sample results will be maintained in the same manner.

As indicated, our permit has expired.

Sect. H (i)

It is being re-written and will include discharge points 006A a.nd 00 6B.

Sect. I (k)

- Chemistry Procedure CHP-604, " Water Treatment Plant and NPDES Monitoring," is being revised to include operation and maintenance inrtructions for the waste treatment facilities.

- All improperly designed Weirs have been replaced with properly designed units.

Sect. K, Part 2(c)(i) - A 48-quart ice chest has been ordered to properly refrigerate samples during compositing.

- Calibration of Dissolved Oxygen Meter is being revised to include a monthly check by the Winkler Method.

- Quality Control Procedure to be issued Sect.

containing requirements for NPDES Sect. K, Part 3(g)

QC Program, including performance of 10%

Duplicate Samples on TSS, Iron, Copper, BOD, and Fecal Coliform; and 10% Spike on Iron and Copper.

These requirements are per " State of South Carolina Department of Health and Environmental Control Environmental Laboratory Certification Criteria."

It is intended that all changes, as stated above,. will be completed by October 15, 1983.
