Oyster Creek Nuclear Generating Station Docket No. 50-219 Revision No. 1 to Technical Specification Change Request No. 104 The purpose of this letter is to provide you with Revision 1 to our Technical Specification Change Request No.104 submitted on itay 21, 1982.

This revision to Technical Specification Change Request No.104 revises license DPR-16 to reflect that a visual inspection of all ac-cessible core spray spargers, repair assemblies and core spray piping internal to the reactor vessel will be performed each refueling outage and the inspection results shall be submitted to the NRC for review and approval. As a result, core spray sparger replacement is contingent upon satisfactory inspection results as determined by GPU Nuclear with review and approval by HRC Staff.

This revision to Technical Specificaton Change Request No.104 is being submitted in an effort to clarify the wording of the license change. This rewording explicitly states the requirements for GPU Nuclear to perform an inspection, submit a report of the inspection and to receive NRC review and approval.

Pursuant to 10 CFR 50.91(b)(1), a copy of this Technical Specifica-tion Change Request revision has been sent to the State of New Jersey Department of Environmental Protection.

Appifcant hereby requests the Commission to change the above captioned license as follows:

Section to be Changed:

License No. DPR-16, Paragraph 2.C(7) 2.

, Extent of Change:

This license modification indicates that all accessible portions of the core spray spargers, repair assemblies, and core spray piping internal to the reactor vessel will be visually inspected each refueling outage and the inspection results shall be submitted to the NRC for review and ap proval.

Changes Requested:

The licensee requests that paragraph 2.C (7) of License No. DPR-16 Amendment No. 59 be changed to read as follows:

" Inspections by a method acceptable to the NRC of all accessible sur-faces and welds of both core spray spargers and repair assemblies at each refueling outage will be performed so that meaningful comparisons of any indications to previous inspection indicatior.s can be made.

Results of the inspections along with an evaluation of the safety signi-ficance of any new or progressing indications will be provided to the NRC staff for review. Authorization will be obtained from the NRC staff before the plant is restarted from the refueling outage. Should the staff determine that new cracks or further progression of existing cracks has occured resulting in unacceptable degradation of safety margins, the sparger will be replaced prior to restart."

Discussion:

This revised Technical Specification Change Request is made in response to several phone calls between the NRC Staff and GPU fluclear Staff during the month of August. During these conversations, it became evident that the wording of Technical Specification Change Request No.

104 Revision 0 was somewhat ambiguous and subject to several interpre-tations. The wording in Revision 1 to Technical Specification Change Request No. 104 is intended to clear up any ambiguities and provide clarity.
