Gentlemen:

Transmitted herewith, in accordance with 10CFR73.55(c)(9), is the summary description for proposed vehicle control measures at Nine Mile Point Nuclear Station (NMPNS) Units 1 and 2 and the results of the associated vehicle bomb comparative analysis. The summary description identifies the active and passive components of the vehicle barrier systern (VBS) and the natural terrain features and man-made obstructions that complete it. Results of the vehicle bomb comparative analysis show that the Commission's design goals and criteria for protection against a land vehicle bomb will be fully met.

A site diagram outlining the VBS is provided with the summary description.

A portion of the proposed VBS employs the anchored Jersey barrier design described in NUREG/CR-6190, Vol. 2. As communicated by letter dated February 16,1995 from l.. J. Cunningham, Office of Nuclear Heactor Regulation, to D. J. Modeen of the Nuclear Energy Institute, the effectiveness of that design is now in question and under review by the U. S. Army Corps of Engineers. To promote completion of its VBS by the required February 29,1996 implementation date, NMPNS respectfully requests a timely resolution of this issue. Further, in the event other acceptable barrier configurations or refinements become available in the industry between the date of this submittal and actual field installation, they may be considered for application at NMPNS and this summary description may be revised accordingly.
