Dear Mr. Vassallo:

On August 31, 1982, Carolina Power & Light Company (CP&L) submitted a license amendment request concerning electrical power systems tor the Brunswick Steam Electric Plant, Unit Nos. I and 2.

Specifically, the requested revision related to Action Statement outage times for inoperable diesel generators (D/Gs), the f requency of D/G " quick starts," and the deletion of Technical Specification (TS) 4.8.1.1.1.b.

Based on our discussions with members of your staf f concerning this request, CP&L hereby withdraws the August 31, 1982 request referenced above.

By letter dated September 29, 1983, CP&L submitted propo;ed TS revisions concerning Limiting Conditions for Operation and Surveillance Requirements for the f eedwater/ main turbine trip actuation instrinentation and main turbine bypa s systems. Although this submittai was made at the request of the Staf f, CPE requested that issuance of the proposed changes be withheld until the NRC Sts f could determine whether the subject should be treated as a E

. generic issue.

L a letter dated January 19, 1984, you stated your conclusion that the issue should be treated as a generic issue and, based on a preliminary snalysis, that Brunswick-1 and Brunswick-2 could continue to operate safely without the proposed TS requirements until the generic issue is resolved.

Therefore, based on your conclusion that implementation of any proposed TS is not necessary at this time and in order to reduce the number of
