SUMMARY

DESCRIPTION OF PROPOSED CONTROL MEASURES FOR PROTECTION AGAINST THE MALEVOLENT USE OF LAND BASED VEHICLES Gentlemen:

Pursuant to the reporting requirements of 10CFR73.55(c)(9), enclosed is TU Electric's summary description of the proposed vehicle control measures required by 10CFR73.55(c)(7) and (c)(8) for the protection of CPSES Units 1 and 2 against the malevolent use of land vehicles. The enclosed summary identifies the CPSES vital area structures requiring' protection against the design basis vehicle threat defined in Regulatory Guide 5.68, and describes the vehicle control measures proposed for CPSES to stop the design basis vehicle and explosive from affecting plant vital systems and components.

Reviews and. analyses were performed to establish. standoff distances between vital area structures and the proposed vehicle barriers, and to compare these distances to required values established using NRC design goals.

The proposed vehicle control measures are in conformance with the guidelines and methodology provided by the NRC for this purpose. Upon implementation of the protective measures proposed in this submittal, CPSES will fully.

comply with the requirements of 10 CFR Part 73.55.

In accordance with 10 CFR 73.55(c)(9)(ii), TU Electric intends to fully implement the required vehicle control measure by February 29, 1996.
