E. Fredrickson on September 1,1983 in accordance with 10 CFR 50.55(e) as NCR 83V-66 Deficiency No. 2.

FIRST INTERIM REPORT Description of Deficiency Vendor audit 83V-66 was conducted. at Atwood and Morrill Company, Salem, Massachusetts, during the period of August 8-11, 1983 As a result of this audit, deviation 83V-66-2 was initiated which identified the lack of adequate quality assurance requirements imposed on purchase orders for the manufacture of class 1E solenoid valves and air-operated valve actuators. TVA contract No.
82K21-830319, Appendix B, " Quality Assurance Requirements for ASME Section III Valves, requires ANSI N45.2, " Quality Assurance Program Requirements," to be imposed on the. valve actuator manufacturer. No objective evidence was available to indicate the purchase and manufacture of air operators were in ac cordance with contract requirements.
Interim Progress Valves for the noted contract have not been shipped. A hold on equipment has been initiated by TVA Purchasing, via telex to the contractor, on September 2, 1983 The contractor is reviewing the subject deviation and will provide corrective action. Release of the valves is subject to acceptable corrective action being addressed, accomplished, and verified by TVA's Office of Quality Assurance's (0QA's) Design Quality Assurance Branch (DQAB).
