On January 20, 1984, during review of a licensing commitment list, it was noted that a report due January 15, 1984, requirej by Condition of License (C.0.L.) 2.C.17.f. had not been submitted. This was confirmed and the NRC notified by phone on January 20, 1984. On January 23, 1984 a f acsimile was transmitted to NRC Region II.
C.0.L. 2.C.17.f. required that the Core Exit Thermocouple (CET) System and the Subcooling Margin Monitor (SMM) System be installed in the Qualified Safety Parameter Display System (QSPDS) cabinets and be operable by initial Unit 2 cri ti c ality. The reactor vessel level Heated Junction Thermocouple (HJTC)
System was to be installed in the QSPDS cabinets and operable by June 1983.
l Tnis was interpreted by all concerned to be June 30, 1983.
Preoperational Test 2-1240086, Rev. O, " Qualified Safety Parameter Displ ay System Functional Test" which covered the CET System, the SMM System and the HJTC System was completed on May 24, 1983. Results were then reviewed by FPL Supervision and the NSSS/QSPDS vendor and, on May 30, 1983, by the site Facility Review Group. Due to an electronic noise problem the HJTC System was not considered operable at that time, but CET and SMM were operable. On June 13, 1983 the electronic noise problem was corrected and the HJTC System was operable, before the required June 30 date. Thus, all equipment

requi rements were met.
A description of the testing and results was submitted for inclusion in the St. Lucie Unit 2 Startup Report. However, this test was not one required for that report and so it was not included in it. The report on QSPDS testing has l
been prepared and is being submitted on this date to the Director of Licensing, Office of Nuclear Reactor Regulation.

Closer attention to detail should preclude further problems. Finally, the Conditions of License have been reviewed and no other discrepancies found.
