In our submittal of March 25, 1983, response to Generic Letter 82-28, Inadequate Core Cooling Instrtmentation System, a commitment was made to canplete installation of the Reactor Vessel Level Indication System (RVLIS) hardware during our third refueling outage.

In order to make this system functional, additional work, such as vacuum filling the system and system calibration and testing must be completed. The above referenced submittal stated that if these tasks cculd not be accomplished within our scheduled outage, we would not delay the return of the unit to service solely for the completion of these activities. At this time, the third refueling outage is nearing completion and the commitment to install all RVLIS asso-ciated hardware has been met, however, the vacuum filling, calibration and testing of the system will not be completed this outage.

Based on vendor instructions, since the RVLIS has been installed and the capillary lines not vacuum filled, certain precautions must be taken to protect the instaTTed system equipment during plant operation. These precautions include disconnecting the high volume sensors from the RCS, removing the bellows assembly from the high volume sensors, closing the manual isolation valves at each of the RVLIS taps into the RCS and capping the ends of the, pipes at each RVLIS tap. The purpose of this letter is to advise the NRC that the commitment to install all hardware has been met, but due to the steps required to protect the system, it has been necessary to remove equipment thus giving the impression our commitment was not met.

It is our intent to reinstall the subject components, fill, calitrate and test the system in conjunction with fourth refueling activities tentatively scheduled to begin in November,1984.

Due to unanticipated problems which occurred during the current outage, the original schedule had to be modified.

As a result, the time previously alotted for vacuum filling and system set-up was no longer available. We regret that we were not able to complete all work associated with the installation of the Reactor Vessel Level Instrument System, but the system would not be available for use even if it were completed due to unresolved issues associated with the interpretation of mass inventory readings under all accident and transient conditions and their relationship to actual water level. The operating procedures for the use of the Level System cannot be developed until these issues are resolved.
