Dear Dr. Murley:

SIGNIFICANT CONSTRUCTION DEFICIENCY AGASTAT TIME DELAY RELAYS llOPE CREEK GENERATING STATION On December 7, 1983, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. G.

Kelly, advising of a potentially-significant construction deficiency concerning Agastat time delay relays.

On January 6, 1984, an interim report was submitted to your office.

The following final report is provided in accordance with 10CFR50.

Description of the Deficiency Bechtel Power Corporation, our Architect / Engineer and Constructor, has advised us that items of equipment supplied by Brown-Boveri contain 67 Agastat model E-7000 relays manu-factured by Amerace Corporation.

These relays may exhibit a time and temperature based bleedout of fluid which could result in shorter time delays than those set on the relay dial.

An inspection of these 67 suspect relays by an Amerace repre-sentative identified four (4) defective relays installed in Unit #1 equipment, one of which was installed in a safety related component, panel 10A403 - cubicle 12.

Safety Analysis Panel 10A403 - cubicle 12, which contains the defective relay, supp3ies power to the control room water chiller motor.

Had this condition gone undetected and uncorrected, safe operation of the plant could have been adversely affected., Therefore, this co.dition is considered reportable in accordance with 10CFR50.55(e).

s Corrective Action The four defective relays have Leeu., replaced with acceptable relays as identified by an Amerace representative'.

Additionally, thirty-one defective relays were identified in surplus (former Unit #2) equipment.

These relays are being contLolled under Bechtel's nonconforming materials program.
