j This change. involves a clarification in regards to which permissible. conditions are permitted when the primary pressure-is below 2000 PSIG.

In order to bring the plant to a cold shutdown condition

- blocking of safety injection is necessary. Should some malfunction occur in this mode when the safety injection signal 1

has been blocked, sufficient time would be available for an operator to analyze the situation and act.- If the total safety

injection sequence were required or if an individual piece of safeguard equipment needed to be utilized to control a situation, manual ~ operator intervention still can be accomplished.

Attachment C In promulgating its interim final rule to comply with Public Law 97-415, the Commission published as guidelines a series of examples of amendments that are not likely to involve significant hazards considerations. 48 Fed. Reg. 14864, 14870. The Commission's example (ii) relates to changes that constitute an additional limitation, restriction or control not presently included in the technical specifications. The deletion of a permissible bypass condition for manual safety injection actuation clearly comes within example (ii). The remaining changes, addition of permissible bypass conditions for safety injection 4 actuation, clearly comes within example (vi), a change which may increase the probability or consequences of an accident or may in some way reduce a safety margin but where the results are clearly within all acceptable criteria. The changes are within acceptable criteria since the-NRC Standard Technical Specifications also permit comparable bypasses.

None of the proposed changes involve a significant increase in the probability or consequences of an accident previously evaluated; or create the possibility of a new or different kind of accident from any accident previously evaluated; or involve a significant reduction in a margin of safety.
