APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S.
Nuclear Regulatory Commission (the " Commission"), Rochester Gas and Electric Corporation ("RG&E"), holder of Provisional Operating License No. DPR-18, hereby requests that the Technical Specifica-tions set forth in Appendix A to that license be amended.
This request for a change in the Technical Specifications is submitted in response to a letter dated April 28, 1983 from Dennis M.
Crutchfield, NRC, regarding blocking of safety injection signals during cooldown.
The proposed technical specification change is set forth-in Attachment A to this Application.
A safety evaluation is set forth in Attachment.B.
This evaluation demonstrates that the j
proposed change does not involve a significant change in the types or a significant increase in the amounts of effluents or any change in the authorized power level of the facility.
As demonstrated in Attachment C, the proposed change does not involve I
a significant hazards consideration.
The change involves a single i~ssue, blocking of safety injection signals, and is in accordance l
with clearly identified NRC Position.
Therefore, this change is a Class III Amendment in accordance with 10 CFR 170.22.
