Oyster Creek Nuclear Generating Station Docket No. 50-219 Emergency Response Capabilities Supplement 1 to NUREG 0737 This letter is in response to questions raised by Mr. J. Lombardo of the NRC during a telephone conversation on June 21, 1983, with members of GPU Nuclear's BWR Licensing Department. The telephone conversation dealt with GPUN's April 15, 1983, submittal in response to Generic Letter 82-33
( Supplement 1 to NUREG 0737).
Mr. Lombardo requested clarification on two major points:
the operational date for Oyster Creek's Safety Parameter Display System (SPDS) and the dates when Oyster Creek's Emergency Response Facilities (ERFs) will be " fully functional".
The question concerning the ERFs will be addressed first. As identified in our April 15, 1983 submittal, with the exception of the SPDS requirement, all ERFs are or will be within the requirements of Supplement 1 to NUREG 0737.
A specific question was raised regarding the operational date of the Operational Support Center (OSC). The OSC was inspected by an audit team from Region I in February,1983.
Supplement 1 to NUREG 0737 requires that the OSC be (1) located onsite and (2) capable of reliable voice communications with the control room, TSC and EOF.
On both points, Oyster Creek's OSC was deemed acceptable by Region I auditors (see Inspection Report No. 50-219/83-03, item 3.08).
Regarding the operational date of the SPDS, attached is an implementation schedule which provides more detail than our April 15, 1983 submit ta l. The listed dates have not been selected arbitrarily. They represent a realistic schedule, developed by our engineering department, that meets all the criteria necessary to declare the SPDS operational.

Eieenhut, Director Page 2 As discussed duri g the June 21, 1983 phone conversation between our staf fs, the Oyster Creek facility does aot presently possess a control room process computer which could readily be upgraded to meet the new SPDS requirements. The current prime computer is capable of only core monitoring.
Because of this, we will have to design, procure, and install a SPDS which is both compatible with the new emergency response facilities and designed specifically for the purpose of providing information that will be most helpful for responding to emergency events. Therefore, we feel that the extended schedule for the SPDS is warranted.
If the information does not satisfy your questions, I suggest that a meeting be arranged to further discuss these issues.
