POTENTIAL CONSTRUCTION DEFICIENCY GE TYPE AKR-30 CIRCUIT BREAKERS HOPE CREEK GENERATING STATION On December 23, 1983, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. W.

Cook, advisirig of a potentially significant construction deficiency concerning the f ailure of several General Elec-tric AKR-30 circuit breakers to operate properly. The fol-lowing interim report is provided in accordance with 10CFR5 0.5 5 ( e) .

During Startup testing, five (5) AKR-30 circuit breakers ,

destined for use in non-safety related systems, failed to operate due to inadequate mechanical loading of the closing spring. Normally, this closing spring is loaded or

" charged" by a motor driven ratchet device. One suspect breaker, S/N N2922400009, was returned to General Electric's Farmington, Connecticut facility for disassembly and analy-sis. The results, however, were inconclusive for establish-ing the cause of the problem and a second circuit breaker, S/N N29224000ll, has been shipped to General Electric.

Testing and analysis of this breaker is scheduled to com-mence on January 18, 1984.

Although these five breakers were destined for use in non-safety related systems, they are identical to and inter-changeable with breakers that will be installed in safety related circuits. All AKR-30 breakers were procured under the Hope Creek OA program for safety-related materials.
