) OL Motion for Order Reauirine Service of'CP&L Report to NRC concerning Harris Safety Circuit Breakers Wells Eddlenan, having filed a contention 161 and a vevised breakers, contention concerning circuit -

now shows the Board:

1. IE Sulletin 83-08, dated 12-28-83 but only received by ne last week, describes (p.1) failures of reactor trip breakers due to under voltage trin attachments (UVTA)s because such attachments provide "only a linited force to trin the breakers". It goes on to identify nroblems of nisalignment, lubrication, adjustment, l hardening or contamination of grease, excessive wear etc.

within 90 days

2. The sane bulletin requires for Westinghouse types DB snd DS breakers (Harris uses DS-416's) a review and a rerort on the design and design nargin (in light of the above-named nroblens) and a review f

to of onerating exnerience with similar breakers in a utility's P lants, O

Q as well as a dentailed description of breaker surveillance / test prograns.

28 The above information is necescary to ne to evaluate whether new

@@ or further amended contention (s) on circuit breakers at Harris should f Ea: be filed. Since this is a safety issue, further delay in getting info

$$o to me (e.g. wa! ting for it to work through the NDC/PDD/LPDR systen l which can take un to 8-10 weeks) could dela this proceeding.

l The earlier 1 get it, the less delay is lik ly. "

,f l Therefore I a sk the Board to order CD&L to serve one copy of its

) report recuired by IE Bulletin 83908 on ne when it's sent to NRC. EN [
