Julian on_ December 28, 1983 in accordance with 10 CFR 50.55(e) as NCR 2494. Enclosed is our first interim report. We expect to submit our next report by August 1,- 1984. Future reports on this NCR will be submitted: with those on NCRs' 2383, 2384, 2385, and 2395 (BLRD-50-438/83-40, BLRD-50-439/83-34).

FIRST INTERIM REPORT Description of Deficiency While cable 2VE-ECA3-14-A was being spliced, it was noted that the
' splice kit used (Raychem NPKV-2-14) was not installed according to the manufacturers instructions which mquiros an uncoated WCSF-U Raychem sleeve be used as lug and bolt cover sleeve. The WCSF-200-U Raychem sleeve, which'is provided as a shim with the NPKV splice kit, is being used as a lug and bolt cover sleeve with. the shim being omitted.
Without the shim, the two No.14 conductors (2VE-ECA3-14-A) are below the minimum use range of the Raychem breakout body. This deficiency may be onarateristic of all terminations (gmater than 100 in number) made using the Raychem NPKV splice kits.
Interim Progress TVA is in the process of investigating the root cause and the extent of corrective action required. Results of this investigation and proposed corrective action will be provided to the NRC at a later date.
