In accordance with the provisions of 10 CFR 50.90 as required by 10 CFR 50.59(c)(1), Georgia Power Cmpany hereby proposes an anendment to the Edwin I. Hatch Unit 2 Technical Specifications (Appendix A to the Operating License) . % ese changes would account for and support the modifications to plant design associated with the installation of a General Electric Canpany (GE) Analog Transmitter Trip Systs (A'ITS) . Installation and licensing of the A'ITS is an integral part of GPC's programs for meeting the rquirments of 10 CFR 50.49, NUREG-0737,10 CFR 50 Appendix R, and NUREG-0661.

We enclosed licensing document entitled "Edwin I. Hatch Nuclear Plant Unit 2, Docket No. 50-366, Proposed Plant Modifications - Analog Transmitter Trip Systs Installation," contains a detailed description of these plant modifications, as well as a couplete safety evaluation (as rquired by 10 CFR 50.59) and a significant hazards review (as rquired by 10 CFR 50.92) .

%is document also contains the proposed enended Technical Specification pages, along with instructions for incorporation of these changes in the section entitled " Proposed Technical Specifications Revisions."

'Ibe margin of safety as defined in the Technical Specification is not reduced by these changes because the proposed new operability limits and surveillance rquirenents for plant systens are established in a manner which is consistent with the present safety margins.

Included with this proposal is a determination of m endnent class (Attachnent 1) . We have determined this to be one Class IV amendnent and have enclosed the appropriate payment.

Pursuant to the reluirenants of 10 CFR 50.92, J. L. Ledbetter of the Georgia Deparbnent of Natural Resources will be sent a copy of this letter and all applicable attachnents.

. Pursuant to 10 CFR 170.22, Georgia Power Conpany has evaluated the attached proposed amendment to Operating License NPF-5, and has determined that:

a. 'Ihe proposed amendment does not require evaluation of a new Safety Analysis Report or rewrite of the facility license;
b. The proposed amendment does not require evaluation of several complex issues, involve ACRS review, or require an environmental inpact statement;
b. The proposed amerdment does not require evaluation of several complex issues, involve ACRS review, or require an environmental inpact statement;
c. The proposed amendment does involve more than one safety issue associated with the installation of the Analog Transmitter Trip System.
d. The proposed amendment is therefore a Class IV amendment.
