U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement '

Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596-5368 Attention:

Mr. R. H. 'Engelken, Regional Administrator

Dear Sir:

Su bject: Docket No. 50-361 and 50-362 Prompt Report Licensee Event Report No.83-010 (Docket No. 50-361) l San Onofre Nuclear Generating Station, Units 2 & 3 Pursuant to Section 6.9.1.12.b of Appendix A Technical Specification to Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this sutmittal provides the written confirmation of our i

February 11, 1983 prompt notification to the NRC of a reportable occur-l rence involving the Control Room Emergency Air Cleanup System (CREACUS).

L On February 8,1983, at 0530 while Unit 2 was in Mode 1 and Unit 3 was in Mode 4, CREACUS Train A was declared inoperable for damper inspection and Limiting Condition for Operation (LCO) 3.7.5 was invoked.

The l

Action Statement associated with this LCO allows operations to continue for up to seven days before requiring Train A to be restored operable or initiation of cooldown. On February 11,1983, at 0200 while Unit 2 was in '? ode 1 and Unit 3 was in Mode 5, CREACUS Train A was tested and based on its inability to develop a positive pressure of 1/8" water gauge in the Control Room, Train A remained inoperable.

At 1745 while Unit 2 was in Mode 3 and Unit 3 was in Mode 5, CREACUS Train B was tested and was also declared inoperable. Since LC0 3.7.5 does not address the inopera-bility of both trains, LC0 3.0.3 was invoked and plant cooldown was initiated.
