Your letter dated February 5,1982 requested additional information related to I&E Bulletin 79-02.

The PGandE response dated June 11, 1982 provided the information requested and a final response for Unit 1; it also stated that a separate final report would be provided for Unit 2 by February 15, 1983.

The enclosed information is our final report for Unit 2.

The paragraph numbers below correspond to those listed in Attachment 1

.to the NRC Region V letter dated February 5,1982. These paragraphs represent areas where additional information is required by Region V Staff af ter review of PGandE's previous responses to the bulletin which were dated July 20, 1979,- September 19, 1979 and December 3,1980. The NRC requirements are indented.

NRC REQUIREMEKfS Bulletin Paragraph 1:

Verify pipe support base plate flexibility was accounted for in the calculation of anchor bolt loads. A description of the analytical model used to be submitted.

Additional Information Required by NRC Region V:

Notification of completion of analysis and modifications for Unit 2.

PGandE RESPONSE 1.0 Completion of Modifications and Analysis for Unit 2 Base plate flexibility has been incorporated in the Design Criteria l

for pipe supports. Analysis and modifications are still in progress. We are scheduled to finish the analysis by July 15, 1983 and to complete any required field modifications before fuel loading.

Verify minimum anchor bolt factors of safety have been achieved.

PGandE RESPONSE 2.0 Current Status of Unit 2 Modifications The bulletin safety factors have been incorporated into the Design Criteria for Pipe Supports. The work schedule is to finish the analysis by July 15,1983 and to co:nplete any required field modifications before fuel loading.

Describe the design requirements for cyclic loads.

Verify from existing QC documentation or from a sampling testing program that anchor bolts are.preloaded and are properly installed.

Additional Information Required by NRC Region V:

For stud type anchors - Verification, from existing QC documentation _or from a sampling testing program, that stud type anchors installed prior to August 1977 are preloaded to design load and are properly installed (correct embedment depth, torque, etc.).

For shell type anchors - a numerical quantification of the term "almost exclusively," and an assessment of the stripping atrength factors of safety achieved at Diablo Canyon for shell type anchors, y;;andE RESPONSE 4.0 PGandE submitted a reply for this item in our letter to Mr. Engelken dated June 11, 1982. That reply also applies to Unit 2.

PGandE needs to provide a response to IE Bulletin 79-02, Rev. 2, paragraph 6.

PGandE RESPONSE 6.0 Supports with Structural Steel Shapes Instead of Base Plates l

A small number of the Unit 2 pipe supports have been designed with structural steel shapes instead of conventional base plates.

In the course of the 79-02 review, we are considering the flexibility of these structural' shapes, and verifying bolt design load safety factors as required by IEB 79-02.

We have also incorporated this into our Design Criteria for Pipe Supports and considered it as part of the base plate design.
