50-321 Detailed description of the event (s):

On 1/3/84, at approximately 8:55 A.M.

the plant received a Bomb Threat.

The caller told personnel that there was a bomb in the reactor and hung up.

At approximately 8:58 A.M.

another call was received, the caller asked whether the message was received and then hung _

up.

Plant personnel initiated the following:

appropriato emergency procedures, a controlled search of the Unit 1 and Unit 2 reactor buildings and the evacuation of all unnecessary personnel from both reactor buildings.

Another call was received at approximately 9:45 A.M.,

stating that the bomb would go off at 10:30 A.M.

The bomb search in progress was postponed at 10:15 A.M.

to evacuate all personnel from both reactor buildings.

No significant event occurred at 10:30 A.

M.

Also, the bomb search was completed and no bomb was found.

At approximately 1:00 P.

M.,

another phene call was received. The caller stated he wanted the protected area cleared in 30 minutes, and he then hung up.

fJotification of the unusual event was still in progress and investigation of these events was still in progress by security and operations personnel at this time.

Plant conditions at the time of the event (s):

These events occurred on 01/03/84 with the Unit i reactor modo switch in the run position with reactor power at 2426 MWt (approximately 100% power) and the Unit 2 reactor mode switch in the run position with reactor power at 2415 MWt (approximately 99%

power).

Consequences of the event (s):

Plant operation was not affected by these events.

The health and safety of the public were not affected by these events.

l Special Report 50-321/1984-001 Page Two Justification for continued operation:

Plant personnel initiated the following:

Appropriate emergency procedures, a controlled search of the Unit 1 and Unit 2 reactor

' buildings, and the evacuation of all unnecessary personnel from both reactor buildings.

Impact to other systems and/or Unit:

This event was an equal threat to both operating units of the plant.

Cause(s) of the event (s):

The cause of this event was attributed to a caller who made a false public alarm.

Corrective Actions:

The initiation of emergency procedures, and all personnel following through with their responsibilities was the immediate corrective action.

An investigation revealed a suspect (i.e., caller) who was arrested and charged with transmitting a

false public alarm.

The investigation that revealed the suspect was conducted by the Federal Bureau of Investigation, Georgia Bureau of Investigation, local Sheriff's Department and Georgia Power's Security Department.

The Georgia State Highway Patrol was available to assist in the investigation and to render assistance to the plant during the entire event.
