Background
in October 1983 the Nuclear Regulatory Commission issued the Final Emironmental Statement (FES) related to the operation of Shearon Harris Nuclear Power Plant, Units 1 and 2 (Docket Nos. STN 50-400 and STN 50-401) in October 1983. Unit 2 of the power plant was canceled after the issuance of this document, and no updates have been issued. The impacts identified in the FES did not change with the power plant modification, except that discharges to the lake would be less than for the two units together. The Harris Lake was constructed to provide make up water for the closed loop cooling tower and reached full pool in 1984. Since there were no thennal discharges to the lake, a 316 Demonstration was not required. The Shearon Harris Nuclear Power Plant received a low-power license in October 1986 and a full license in January 1987. The power plant went into commercial operation in April 1987.
RESPONSE TO NUMARC AOUATIC RESOURCE QUESTIONS SHEARON HARRIS NUCLEAR POWER PLANT (HARRIS IAKE) 1.
Post-licensing modifications and/or c'umges in operations of intake and/or discharge systems may have altered the effects of the power plant on aquatic resources, or may have been made specifically to mitigate impacts that were not anticipated in th:: design of the plant. Describe any such modifications and/or operational changes to the condenser cooling water intake and discharge systems since the issuance of the Operating Ucense.
Response
The only modification made to the intake of discharge systems has been the installation of a cooling tower bypass system. This system will allow for a portion of untreated lake water from the intake system to be pumped directly to the cooling tower blowdown system. This will result in reduced discharge of treated cooling tower blowdown to the lake, minimizing the potential for any aquatic impacts. Currently this system is not operational but is expected it to be placed in service during 1990.

Summarize and describe (or provide documentation of) any known impacts on aquatic resources (e.g., fish kills, violations of discharge permit conditions) or National Pollutam Discharge Elimination System (NPDES) enforcement actions that have occurred since issuance of the Operating Ucense, llow have these been resched or changed over time? (The response to this question should indicate whether impacts are ongoing or were the result of start up problems that were subsequent'y resolved.)
Response
No fish kills attributable to power plant operations have been observed in Harris Lake and no enforcement actions have occurred in regard to NPDES permits.
From time to time noncempliances of facility NPDES permits have occurred, such as sewage treatment plant by passes, however, no @ificant impacts on the receiving waters have beer observed. (See the resp, %. to Question 4 for a summary impacts identified from monitoring programs).

Changes to the NPDES permit during operation of the plant could indicate whether water quality parameters were determined to have no significant impacts (and were dropped from monitoring requirements) or were sutsequently raised as a water quality issue. Provide a brief summary of changes (aud when they occurred) to the NPDES permit for the plant since issuance of the Operating Ucense.
Response
The latest NPDES permit renewal (January 1990), the first since the original issuance, and had three changes related to water quality. First, the original permit required monitoring of a mixing zone in the lake for thermal effects from the cooling tower blowdown. This monitoring 90wed the mixing zone to be adequate allowing monitoring to be dropped. Second, due to the relatively recent interest in toxics by the United States Emironmental Protection Agency, the permitting state agency requested information on the use and discharge of hydrazine in the low volume wastes stream. After reviewing the information provided, a hydrazine limit and monitoring requirements were added. Lastly, as part of an overall federal and state change in emphasis, the permit now requires effluent toxicity testing on a monthly basis as a monitoring requirement.

An examination of trends in the effects on aquatic resources monitoring can indicate whether impacts have increased, decreased, or remained relatively stable during operation. Describe and summarize (or provide documentation of) results of monitoring of water quality and aquatic biota (e.g., related to NPDES x:rmits, I
Environmental Technical Specifications, site-specific monitoring required by federal or state agencies). What trends are apparent over time?
Responce:
The power plant utilizes a closed cyclc cooling tower and the only discharges to the lake are through the cooling tower blowdown pipe. The blowdown has had some impact on the water chemistry of the lake by increasing nutrients in the lake, especially phosphorus (CP&L 1990). The phosphorus has changed the trophic status of the lake, including the concentrations of chlorophyll 11. The lake is on a relatively small watershed and receives minimal inflow from the impounded streams. After impoundment in 1983, the lake contained low nutrients and overall productivity, but since power plant operations began in 1987, the increased nutrients have resulted in a lake that is more typical of impoundments in the southeastern -United States.
It is anticipated the concentrations of nutrients will not increase to excessive levels that could result in algal blooms and/or die-offs.
Over the past few years, two nuisance aquatic organisms have been introduced into Harris Lake. The Asiatic clam Corbicula fluminea and the aquatic plant Hvdrilla verticillata were apparently accidentally introduced by boaters. The populations of these two biofouling organisms are limited to certain areas of the lake and have not been found in the vicinity of the power plant.

Summarize types and numbers (or provide documentation) of organisms entrained and impinged by the condenser cooling water system since issuance of the Operating License.
Describe any seasonal patterns associated with entrainment and impingement. How has entrainment and impingement changed over time?
Response
The power plant intakes were designed with low approach velocities that would minimize entrainment and impingement of aquatic organisms (U.S. N.R.C.
1983). No significant impact on the fish populations of the Like was expected and no studies have been required.

Aquatic habitat enhancement or restoration efforts (e.g., anadromous fish runs)
. during operation may have enhanced the biological communities in the vicinity of the plant. Alternatively, degradation of habitat or water quality may have resulted in loss of biological resources near the site. Desenhe any changes to aquatic habitats (both enhancement and degradation) in the vicinity of the power plant since the issuance of the Operating License including those that may have resulted in different plant impacts than those initially predicted.
Response
There have been a few enhancement activities on Harris Lake. Fish reefs of discarded tires were installed prior to impoundment. After impoundment there have been stockings of channel catfish and threadfin shad to the lake. There has been no identifiable degradation of habitat or water quality.
The only measurable impact of the power plant has been the increase in nutrients, especially phosphorus, from the cooling tower blowdown and the resulting increase in chlorophyll a concentrations.

Phmt operations may have had positive, negative, or no impact on the use of aquatic resources by others. Harvest by commercial or recreational fishermen may be constrained by plant operation. Alternatively comtrercial harvesting may be relatively large compared with fish losses caused by the plant. Desente (or provide documentation for) other nearby uses of waters affected by cooling water systems (e.g., swimming, boating, annual harvest by commercial and recreational fisheries) P.. how these impacts have changed since issuance of the Operating Ucense.
Response
Harris Lake was constructed for use as a cooling for the Hanis Plant but it is available for public use, mostly boating and sport fishing.
There are no commercial fisheries or any other commercial use of the lake. There are two public boat ramps on the lake which are managed by the North Carolina Wildlife Resources Commission. Other public uses of the lake and surrounding lands include a proposed county park, lands designated for environmental research by N.C. State University, an area managed for the red cockaded woodpecker (an endangered species), and management of the lands surrc. iing the lake for various types of wildlife including deer, small game and waterfowl. The lake and much of the surr';unding lands are in the North Carolina Wildlife Resources Game Lands Program.

Response
There are two known additional dischargers (small sewage treatment plants) on the watershed of Harris Lake. Monitoring of nutrients entering the lake from the impounded streams has shown little, if any, impact on the water quality of the lake. The primary discharger to the lake is the Harris Plant. Non-point source discharges to the lake include storm drain dise"trges and agricultural and woodland runoff in the watershed. These non point source discharges are difficult to measure and are probably very minimal.

Provide a copy of your Section 316(a) and (b) Demonstration Report required by the Clean Waste (sic) Act. What Section 316(a) and (b) determinations have been made by the regulatory authorities?
Response
The constniction of the natural draft cooling tower precluded the need of a 316 Demonstration. A copy of the documents cited in this response is provided.
