VIRGIL C. SUMMER NUCLEAR STATION DOCKET N0. 50/395 OPERATING LICENSE NO. NPF SCHEDULE FOR GENERIC LETTER 88-20, SUPPLEMENT.1 As discussed with you on October 22, 1991, South Carolina Electric & Gas Company (SCE&G) requires additional time to perform the Individual Plant-Examination (IPE) evaluation of Virgil C. Sumer Nuclear Station requested by Generic Letter 88-20. Supplement--1. This extension is necessary for a number of reasons. The primary reason is to allow adeluate time for utility-personnel. involved in the development and evaluation of the IPE model to achieve the primary objectives of Generic Letter 88-20. -The primary objectives are:
- 1. Develop an'overall appreciation of severe accident behavior.
- 2. Understand the most likely severe accident sequences for the-plant.
- 3. Gain a more quantitative understanding of core-damage and_ fission-product release probabili-ties.
- 4. Identify any needed hardware. procedure', or training changes that could significantly reduce risk to the public.
Based on'the progress =to date, SCE&G now estimates that the man-hours that will;be required to complete'the IPE will be more than twice-the 8100 man-hour estimate provided by-the NRC in Generic Letter 88-20. As the IPE-has proceeded, additional; unanticipated _ manpower has been expended in the. review of plant records to obtain the best.' plant specific data _for_ component; availabilities. More effort than originally estimated _has also been spent in-the review of system data. :This additional effortLis expected'to' improve the quality and usefulness as a living document.--The' additional tima: spent in this initial phase resulted in revisions primarily_in the_ System and' Plant Response Models to more' accurately reflect the plant configuration.- The System and Plant Response Models-are--very-' detailed in order to_ accurately represent the design,' operation, and maintenance characteristics'of thet 4

Document Control Desk LTR 880020 Page 2 of 2 For the reasons given above, SCE&G no longer believes that an IPE completion date of August 1992 is achievable without adversely affecting the quality and usefulness of the IPE. Based on the progress to date. SCE&G estimates that an additional ten months will be required before the IPE report can be submitted to NRC.
The new submittai date is June 30, 1993. The revised major milestones are:

Quantification of accident sequences completed 01/92 3.
Containment performance analysis completed 03/92 4.
Draft IPE report completed-10/92 5.
