Proposed Technical Specification Changes - In . Service Inspection and Testing Requirements

REFERENCE:

Dear Mr. Collins:

This letter is to propose changes to the Fort St. Vrain Technical Specifications concerning the In-Service Inspection (ISI) and Testing requirements as outlined in the referenced letter. A summary of the proposed changes is provided in Attachment 1, and the proposed changes themselves are provided in Attachment 2. Please note that due to the insertion of additional requirements in existing specifications, certain pages are included because of page renumbering only.

Attachment 3 contains the safety analysis report for the proposed changes. This report concludes that since the proposed changes do not result from maaifications to plant equipment nor involve reductions in the margins of safety, no unreviewed safety question is raised. Therefore, the proposed changes involve no significant hazards considerations.

Attachment 4 is provided to summarize a detailed review of the adequacy of the applicable Technical Specification Surveillance Requirements for the Fort St. Vrain reactor auxiliary systems important to safety and not addressed in Amendment No. 33 to the Operating License.

In accordance with the provisions of 10 CFR 170, we believe that the proposed changes are for Class III deemed to involve no safety hazards considerations.

A check in the amount of 54000.00 is enclosed for fee payment.
