It is the responsibility of plant officials to make the notification to the appro-priate authorities. The plant officials respons-ible for official notifications are:

3.1.3 Security Supervisor NOTE: As a general rule, notification of offs..te support groups will be at the Emergency Director's discretion.

NOTE: Appendices A and B, Upper Management Reporting and NRC Immediate Notification Requirements  !

respectively, are included to summarize the notification requirements of APCo Management Procedures and 10CFR Part 50 Section 50.72, respectively. All the events requiring noti-fications in the appendices are also included I

in sections 5.1 through 10.0.

3.2 The NRC Operations Center shall be notified via the Emergency Notification-System of:

3.2.1 The declaration of any of the Emergency Classes specified in the Emergency Plan. .

I 3.2.2 Non-Emergency events specified in paragraph 6 of this procedure.

3.3 The NRC shall be notified immediately after notification of the appropriate state or local agencies and not later than one hour after the declaration of one of the Emergency Classes.

i 3.4 When making a report to the NRC under this ,

procedure, the following shall be identified:

3.4.1 The Emergency Class declared, or 3.4.2 "One-Hour Report," or "Four-Hour Report" 3.4.3 Name of individual making notification.

NOTE: The attached checklist (Figure 1) may be used for , guidance in making reports to the NRC Operations Center. It is not intended that the checklist be completed prior to, or as a condition of, making a notification. Instead, the list is intended to describe the types of information about events that have been useful to the NRC.

4.0 Notification Means 4.1 The NRC regional office shall preferably be contacted by use of the NRC Ring Down Communi-cation Line (Red Phone) for notifications required within one hour or four hours of the occurrence of l the event. If the Red Phone is not functional, notify the NRC regional office by commercial telephone number (202)951-0550 or use FNP-0-EIP-8 to obtain appropriate telephone numbers.

VOLUME 14 FNP-0-EIP-26 4.2 The Alabama Division of Radiologi' cal Health shall be notified by commercial telephone service using FNP-0-EIP-8 to obtain appropriate telephone numbers. The Emergency Notification Network

, shall be used for initial notification only in the event of a General Emergency. The ENN may be used by offsite authorities to authenticate notifications. It may be used for subsequent

  • transmission of information after the initial notification has been accomplished.

4.3 Necessary telephone numbers for offsite agencies, support groups, and plant employees are contained in FNP-0-EIP-8 and in the Plant Call List which is attached to EIP-8. -

6.0 Notification Requirements For Non-Emergency Events l

6.1 One-Hour Reports. If not reported as a declara-tion of an Emergency Class under paragraph 5 of this r procedure,.the NRC Operations Center and Emergency Coordinator shall be notified by the Shift Supervisor or the Emergency Director-within one hour of the occurrence of any of the following:

6.1.1 The initiation of any nuclear plant shut-down required by Technical Specifications.

Specifications authorized pursuant to i 10CFR50.54 (i.e. a deviation from Technical Specifications dictated by emergency conditions). l l

6.1.3 Any event or condition during operation [

that results in the condition of the i nuclear power plant, including its  ;

principal safety barriers, being seriously degraded; or.results in the nuclear power plant being:

6.1.3.1 In an unanalyzed condition that significantly compromises -

plant safety:

6.1.3.2 In a condition that is outside the design basis of the plant; or 6.1.3.3 In a condition not covered by the plant's operating and

. emergency procedures.

6.1.4 Any natural phenomenon or other external condition that poses an actual threat to the safety of the nuclear power plant or significantly hampers site pqrsonnel in the performance of duties necessary for the safe operation of the plant.

6.1.5 Any event that results or should have resulted in Emergency Core Cooling System (ECCS) discharge into the reactor coolant system as a result of a valid signal.

6.1.6 Any event that results in a major loss of emergency assessment capability, or communications capability (e.g. , signifi-cant portion of control room-indication, NRC Emergency Notification System (Red

, Phone) or loss of all offsite lines.

6.1.7 Any event that poses an actual threat to the safety of the nuclear power plant including fires, toxic gas releases, or radioactive releases. ,

6.2 Four Hour Recorts. If not reported under para-graph 5 of this procedure, or paragraph 6.1, the NRC Operations Center and the Emergency Coordinator shall be notified by the Shift Supervisor or the i

6.2.1 Any event, found while the reactor is shutdown, that had -it been found while the reactor was in operation, would have resulted in the nuclear power plant including its principal safety barriers,

.being seriously degraded or being in an unanlyzed condition that significantly compromises plant safety. .

6.2.2 Any event or condition that results in manual or automatic actuation of any Engineered Safety Feature (ESF),

including the Reactor Protection System (RPS). However, actuation of an ESF, including the RPS, that results from and is part of the preplanned sequence during testing or reactor operation need not be reported.

6.2.3 Any event or condition that alone could

. have prevented the fulfillment of the safety function of structures or systems that are needed to:

6.2.3.1 Shut down the reactor and maintain it in a safe shutdown condition, j j 6.2.3.2 Remove residual heat, 6.2.3.3 Control the release of radio-active material, or 6.2.3.4 Mitigate the consequences of.

an accident.

6.2.4 Any airborne radioactive release that exceeds 2 times the applicable concen-trations of the limits specified in Appendix B, Table I of 10CFR20 in unrestricted areas, when averaged over a time period of one hour.

6.2.5 Any liquid effluent release that exceeds -

2 times the limiting combined Maximum Permissible' Concentration (MPC) (see

. Note 1 of Appendix B to 10CFR20) at the point of entry into the receiving water (i.e. unrestricted area) for all radio-l nuclides except tritium and dissolved noble gases, when averaged over a time 9 Rev. 7

l 6.2.6 Any event requiring the transport of a '

radioactively contaminated person to an I offsite medical facility for treatment. .

6.2.7 Any event or situation, related to the health and safety of the public or onsite personnel, or protection of the e.'viron-ment, for which a new release is planned or notification to other government agencies has been or will be made. Such an event -

may include an onsite fatality or inad-vertent release of radioactively contam-inated materials.

7.0 Followup Notification Requirements with respect to the notifications made under paragraphs 5 and 6 of this procedure, in addition to making the  ;

initial notification, the licensee shall during the course of the event:

VOLUME 14 FNP-0-EIP-26 8.0 c Additional Emergency Coordinator Notifi'a'tions l 8.1 To insure that the appropriate company upper management positions receive timely. reports concerning unusual significant events, the guidelines listed below shall be used.

The Shift Supervisor (unless specifically relieved ,

of such responsibility on an event-by-event basis by the Plant Manager or his alternate who is designated at the time as the on-call Emergency Directer) shall verbally report the following

Any event repos ted to t he NHC Operations Center, under the prov.sions of tiils table will be followed by a written report required by 10CFR 13.71(c) to Region 11 with a copy to the liirector of Inspection and Enforcement, USNRC, Wshington,11.C.,

APPENDIX A To insure that the appropriate company upper management positions receive timely reports concerning unusual signifi-cant events, the guidelines listed below shall be used.

The Shift Supervisor (unless specifically relieved of ~

such responsibility on an event-by-event basis by the Plant Manager or his alternate who is designated at the time as the on-call Emergency Director) shall verbally report the following events to the on-call Emergency Coordinator:

1. Any initiation of an event as outlined in section 6 of -

this procedure (taken from 10CFR50, paragraph 50.72).

2. " Limiting conditions of operations" (LCO's) as contained in'the Technical Specifications that could require unit shutdowns within the next twelve (12) hours.
