\\lMC10S83 Mr. John T. Collins Regional Administrator, Region IV g g Nuclear Regulatory Commission 611 Ryan Plaza Drive, Suite 1000 Arlington, Texas 76012

Dear Mr. Collins:

South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Final Report Concerning the Essential Cooling Pond Analysis On October 19, 1982, pursuant to 10CFR50.55(e), Houston Lighting & Power Company (HL&P) notified your office of a potential deficiency involving the design of the Essential Cooling Pond and its effect on the Essential Cooling Water (ECW) and Component Cooling Water (CCW) Systems.

Our letter dated November 18, 1982 stated that no safety hazard had been identified and that we were awaiting written confirmation from one remaining supplier that equipment within their scope of supply would perform its safety function at the elevated temperatures. This confirmation has now been received and Bechtel has provided HL&P with the results of their evaluation.

The evaluation did not identify any area where the elevated temperatures would represent either an unanalyzed event or a significant safety hazard.

Since the results of the evaluation show that a safety hazard does not exist, this item does not meet the criteria of 10CFR50.55(e) and, therefore, is not reportable.

Thus, this item is considered closed.

If you should have any questions concerning this item, please contact Mr. Michael E. Powell at (713) 877-3281.

Very truly yours,

/
