Dear Mr. Collins:

L South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Report Concerning the Essential Cooling Pond Analysis On October 19, 1982, pursuant to 10CFR50.55(e), Houston Lighting & Power Company (HL&P) notified your office of a potential deficiency involving the design of the Essential Cooling Pond and its effect on the Essential Cooling Water (ECW) and Component Cooling Water (CCW) Systems.

At that time, we stated that updated calculations of the supply temperature of water servicing the safety-related equipment on the ECW and CCW indicated the maximum temperature limit previously specified to the equipment manufacturer may be exceeded. The calculations were re-reviewed to assure confidence in the predicted temperature values prior to discussing the problem with the equipment supplier.

To date no safety hazard has been identified.

Evaluation of the balance of plant equipment is complete. However, we are awaiting written confirmation from one remaining equipment supplier that equipment within their scope of supply will perform its safety function at these elevated temperatures.

This evaluation is not considered an extensive effort.

This information is expected to allow us to make a final determinatien and file a report by December 9, 1982.

HL&P requests that this item remain potentially reportable until this report is submitted.
