APPLICATION FOR Af/ENOMENT TO OPERATING LICENSE The Now York Power Authority requests an amondment to the Technical Specifications containod in Appond!x A to Facility Operating Uconso DPR 59 for tho James A. FitzPatrick Nuclear Power Plant. Thly application is filed in accordance with Section 10 CFR 50.00 of the Nuclear Regulatory Commission's regulations.
This application for an amondment to the James A. FitzPatrick Technical Specifications proposes an administrativo chango to updato the '. ;osidual Heat Removal (RHR) pump survoillanco test acceptanco flow rato from 0900 to 8910 gpm on pago 122. This pago was part of Amondment 108 (Referenco 1) which was added to incorporato now operability Ioquirements, surveillanco requitomonts, and corresponding bases for minimum Emorgoney Coro Cooling System availability when the plant is in the cold shutdown condition. A subsoquent submitta! was mado (Referenco ; to modify the RHR pump survoillanco test acceptanco flow rato for porlodic testing but was based upon the Technical Spocifications existing beforo approval of Amondmont 108. This submittal was approvod as Amondment 171 (Rotoronco 3). This proposod chango will updMo tho Specification added in Amendmont 108 to rofloct Amendment 171.
