FSAR Section 14.3.2-7 indicates valves which receive a safety signal (S-
- Signal) to operate within 25 seconds to be consistent with the safety injection system design assumptions.
Figure 6.2.1 of the FSAR indicates that Valves M0V-3-744A and MOV-3-744B receive an S-Signal.

Contrary to the above, procedures for the -accomplishment of activities affecting quality did not. include appropri ate acceptance criteri a, in that the valve test progran for Unit.3 specified 60 seconds as the maximum acceptable l-stroke time for Valves M0V-3-744A and M0V-3-744B.
This is a Severity Level V Vi01ation (Supplement I).
RESPONSE

We concur with the finding.

Valve Nos. M0V-3-744A and 744B were inadvertently cl assified as a " slow-acting" valve with a stroke time based on valve size of 60 seconds.

Turkey Point Unit No. 3 Inservice Test Progran was revised to include a I
maximum limiting stroke time of 24 seconds for valve Nos. MOV-3-744A and 7448. The revised IST Progran was submitted and implemented June 30, 1983.

A review of the Turkey Point Unit Nos. '3 & 4 Updated FSAR is currently in progress to verify that the maximum limiting time specified in the Inservice Test Progran is consistent with the FSAR.

The revised IST Progan has been in compliance since June 30, 1983.
Further, review of plant records show that the actual measured stroke L.
