Dear Chairman Palladino and Members of the Commission:

On September 15, 1983, the Joint Intervenors requested that'the Commission briefing regarding reinstatement of the suspended Diablo Canyon Nuclear Power Plant low power license be held in San Luis Obispo, California, in the community adjacent i

to the plant.

The purpose of that request was to permit the persons most affected by your licensing decisions to hear the presentations by the various parties and to observe your deliberations.

o Although apparent scheduling difficulties required that the briefing be held in-Washington, D.C. on October 28th, we are now renewing our request with respect to the briefing on i

low power licensing scheduled for February 10, 1984.

The importance of the decision under consideration, the continuing controversy surrounding the plant, and the expanding number of questions being raised through allegations about still-unresolved problems in its design and construction warrant the h ADOC O
