00ALIFICATIONS OF PERSONNEL OPERATING THE SALEM PLANT DURING THE CURRENT STRIKE Puroose:
To provide information requested by Chairman Palladino.
Issue:
Operation of Salem Nuclear Plant under strike conditions.
Discussion: In response to'a request by Chairman Palladino, the staff has conducted a review of the qualifications and experience of the personnel ocerating the Salem Plant during the current strike.
This review has covered qualifications prior to licensing, status of licenses and recent operating experience.
In general, the plant is now being operated by the normal shift supervisory personnel, augmented slightly by plant staff. Of the 26 persons perforndng licensed duties on shift, 23 are regularly assigned to the plant and have been operating the olant on shift over the past several years.
These shift personnel are augmented by 2 training instructors and 1 staff engineer.
All personnel have been participating on a regular basis in the operator requalification program and hold valid Reactor or Senior Reactor Operator Licenses.
Minimum staffing required by technical specifications has been satisifi,ed.
Working hours for operating personnel have been extended, and plant management intends to rotate personnel to meet requirements on maximum hours worked per day or week, time off and number of days worked, to minimize fatigue.
All personnel performing licensed duties are licensed on both units, with two exceptions, who are licensed only on Unit No.1.
Personnel are rotated between units, where licenses oermit, to meet operational requirements. The average XA Copy Hos Been Sent to PD.R.

a 2-sitift operational experience level of licensed personnel exceeds 21s years at the Salem Plant.
This does not include pre-licensing power plant experience, which exceeds 5 years on average.
