SUBJECT:
SYSTEMATIC EVALUATION PROGRAM IRTEGRATED PLANT SAFETY ASSESSMENT PALISADES PLANT - DRAFT REPORT (NUREG-C320)
PURPOSE:
To inform you of the issuance of the subject report wnich is a draft recort of the Integrated Plant Safety Assessment for the Palisaces Plant.
This report represents NRR's first integrated assessment in :ne Systematic Evaluation Program.
DISCUSSICN: The Systematic. Evaluation Program was initiated in February 1978 by the U. S. Nuclear Regulatory Co=:ission to review the ' designs of older coerating nuclear reactor ciants to reconfirm and docu-ment their safety.
The review provides (1) an assessment of how these plants cocoare with current licensing safety requirements relating to selected issues, (2) a basis for deciding on how these differences should be resolved in an integratec plant review, and (3) a documented evaluation of plant safety.
This rescrt documents the review of the Palisades Plant (lecated in Covert Townsnip, Van Buren County, near South Havan, Micnigan),
one of ten plants reviewed under Pnase II of this program, and indicates how 137 topics selected for review under Phase I of the program was addressed.
Equipment and procedural changes have been identified as a result of the review.
It is expected that this '
report will be one of the bases in considering the conversion of the provisional operating license for Palisades to a full-term operating license.

The Cemaissioners 2-This report was sent to the ACRS on April 2,1982; a 'subcommi.ttee meeting is scheduled for April 15, 1982, and a full ccmmittee meeting is scheduled in May. We intend to schedule a meeting with the Commission 'a present the results of this integrated assessment for Palisades after completion of the ACRS review.
