In a letter dated December 16, 1983 from Darrell G Eisenhut, Director Division of Licensing, USNRC, we were asked to supply additional informa-tion related to Fast Cold Starts of Diesel Generators. We were requested to report how many times in the past year (December 1,1982 to December 1, 1983) emergency diesel generators were subjected to a fast cold start (without prelubrication and warmup of any moving parts of the diesel generators). We were asked to provide data on a per machine basis, for each of the following three categories; (a) surveillance testing, (b) maine tenance activities, and (c) actual demands.

Prairie E31s.ad expe rienced two fast, cold starts and 81 cold starts with the emergency diesel generators from December 1, 1982 to December 1, 1983.

These starts can be broken down as follows:

It should be noted that the diesel generators have a small pump which circulates jacket coolant through an electric water heater and the engine cylinder liner jackets. A branch circuit supplies heated water at 100*F to the air cooler system to keep warm as an aid to quick starting.

Immediately prior to starting the diesels during all surveillance tests and maintenance activities, the diesels are prelubed for three (3)
