Dear Mr. Taylor:

This serves to dilcially notify)the U.S. Nuclear Regulatory Commission NRC, j

that Department of Labor proceeding entitled Saporito v. Arizona Public Service Comoany and The Atlantic Group, Case No. 92-ERA-30, has concluded.

During this proceeding, the APS Executive Vice President for Nuclear j

Operations, W.F. Conway, testified under oath about certain aspects of the case.

Subsequent testimony In the proceeding by APS Vice Preeldent of Nuclear Operations, J

i James Levine, contradicted the testimony of Mr. Conway.

l Since the NRC rolles on affirmatory responses by Mr. Conway relative to operations at the Palo Verde Nuclear Station, I am gravely concerned about the veracity of his previous, current and future commitments to the NRC.

Additionally, I am concerned that actions committed to by Mr. Conway i

relative to operations at Palo Verde may not have been performed in a manner acceptable to the NRC. Therefore, I request that the NRC Initinta actions to ensure that operations at the Palo Verde Nuclear Station are consistent with NRC requirements.

Finally, I have recently read in a local newpaper article that the NRC Region V office is under investigation by the NRC inspector Generals' Office. I have open issues relative to operations at the Palo Verde Nuclear Station.

Because of the NRC l.G.'s investigation of NRC Region V's conduct, I lack confidence in the NRC Region V's abilities 4

to independantly Inventlanta my concerns at this time. Therefore, I request that the NRC authorize,Mr. Oscar DeMiran]d of the NRC Region 11 office to address my concerns relative to the PaFo Verde Nuclear Station.
