Three (3) originals and thirty-saven (37) copies of an Application for Amendment to Operating License DPR-66, to delete Appendix B, Environmental Technical Specifications.

2.

Forty (40) copies of documents designated Attachments A and B which setforth the requested change. in Technical Specifica-tions and its safety evaluation.

3.

Forty (40) copies of Attachment C, the June 1983 BVPS-1 Soil Chemistry Program sample analysis.

We are proposing to amend Appendix B by deleting those radiological sections that have been incorporated into Appendix A in accordance with Amendment No. 66. The Nonradiological Surveillance sections of Appendix B can also be deleted, based on the conclusion made in our Annual Environ-mer.tal Reports, which states that " operation of the cooling tower has not adversely affected the environment".

A copy of the latest analysis, the June 1983 Soil Chemistry Program, is attached for your review. This analysis supports our previous conclusion that the cooling tcwer effluent has not adversely affected the soil or vege-tation. The Definition and Administrative Controls sections can then be deleted, since all of the environmental surveillance programs of Appendix B have been either incorporated into Appendix A or deleted.

All sections of Appendix B will be deleted by this proposed change, therefore, Appendix B will be retired.

This change is required to pennit full implementation of the Radio-logical Effluent Technical Specifications, in accordance with Amendment

'No. 66, by January 1,1984.
