DOCKET NOS. 50 445 AND 50 446 TRANSMITTAL OF FIRE PROTECTION REPORT, REVISION 9 Gentlemen:

TU Electric, the owner of CPSES Units 1 and 2, herewith submits Revision 9 of the CPSES Fire Protection Report (FPR).

Enclosed are the following documents:

Fire Protection Report 1 signed original Revision 9 and 10 copies A page by page description of the changes is attached. The group number assigns a level of significance for each change made to the Fire Protection Report consistent with TU Electric's letter TXX 88467 of June 1,1988.

In addition, all changes have been reviewed under the TV Electric 50.59 process and found not to include any "unreviewed safety questions".

Pages which do not have technical changes but are included in the revision (because a change shifted the existing material to another page or because only editorial changes were made to the Fire Protection Report) are not discussed in the enclosure "CPSES FPR Revision 9 Detailed Description".

These changes will not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

FPR Revision 9 is being issued on December 14, 1994, and will be executed at 12:01 AM CST on December 15, 1994.

Revises the Fire Hazards Analysis for Electrical and Control Building (Chiller Equipment Area / Fire Area AA and Fire Zone AA153) to state that all the exposed nonessential cables except a negligible amount of metal clad cables are enclosed by " fire resistive material" instead of statement "the one hour barrier system".

Revision These cables are non-essential cables in room 115A with Thermo-Lag covering installed for the purpose of removing combustibles from the room and not for cable protection or functionality.

Although Thermo-Lag installed for fire safe shutdown has been upgraded to one-hour rated configurations, the Thermo-Lag installations associated with the non-essential cables are not upgraded because the existing fire resistive materials for these cables do not provide a potential fire propagation path between the redundant fire safe shutdown equipment.

Addition The SI accumulator vent valves are manually operated to vent accumulators instead of isolating the accumulators following a control room or cable spread room fire, if the accumulator isolation valves are incapacitated by the fire. This resolves problems associated with the " hot short" of the SI accumulator isolation valves, resulting from a control room or cable spread room fire addressed in IN 92-18.

Group Description raised floor. As part of a modification to the Plant Computer, the raised floor and the detectors were removed.

Since there are other fire detectors installed in the Unit 1 Computer Room,' removal of fire detectorn 069-06 and 069-07 does not impact the fire detection system.

Note that Revision 8 of the Fire Protection Report (FPR) inadvertently deleted the two detectors from the FPR incorrectly attributing this change to Revision 7 of the FPR.

However the two detectors require deletion as justified above and is acceptable.

UpdatesSection IV Table 1 page 15 to reflect addition of one smoke detector in each room '-060, s

2-051, 2-062 and 2-054.

Addition The addition of the smoke detectors enhances the fire detection capability in these rooms and is completed as committed in response to NRC Inspection Report 50-445;446/92-49, paragraph 5.2. The detectors are installed in the containment spray pump rooms and safety injection pump rooms in a manner that their performance is not potentially degraded by ventillation air streams associated with HVAC or chiller / ventilation systems in these rooms.

Revises the justification for deviation to Appendix R 10CFR50 Section III.G.2.b for room 115A Fire Area AA153 (Deviation ib) to state that all exposed nonessential cables except a negligible amount of metal clad cable have been enveloped in a

" fire resistive material" replacing the statement of "one hour rated barrier system".

Also revises the description in the sketch for the Chiller Equipment room /115A to identify that coating of all exposed nonessential cables with a " fire resistive material" will reduce the combustible loading in the area, replacing "one hour fire rated envelope system".

Revision These cables are non-essential cables in room 115A with Thermo-Lag covering installed for the purpose of removing combustibles from the room and not for cable protection or functionality.
