SUBJECT:

In the Matter of Application of Texas Utilities ,

Generating Company, et al . for An Operating License for Comanche Peak Steam Electric Staticn Units #1 and #2 (CPSES)

Docket Nos. 50-445 and 50-446

" Comanche Peak builders cited for lax record keeping" - DALLAS TIMES HERALD 11/9/83 We are attaching a copy of subject article, which we believe the Board will be interested in. Of special interest is the statement that the inspection report said that "the NRC staff is checking to determine whether recent equipment modifications have invalidated preoperational tests that the staff approved last March. The staff said it will rule later on whether any of the time-consuming tests will have to be redone."

It appears that this may be applicable to CASE's Proposed New Contention and/or the QA/QC program at Comanche Peak. We are unable to provide the Board with~

a copy of the Inspection Report at this time, since we have not yet received '

a copy (again) -- although the press obviously has.

Respectfully submitted, .
