4 A. I am not presently employed by Duke Power Company. I retired 5 June 1,1981 from my position as P' roject Manager at Catawba.

6 Q. DESCRIBE YOUR PROFESSIONAL EXPERIENCE AND 7 QUALIFICATIONS, INCLUDING YOUR PRIOR POSITIONS WITH 8 DUKE POWER COMPINY.

9 A. 1974 - 1981 Project Manager at Catawba 10 1970 - 1974 Project Manager at Oconee 11 1961 - 1970 Resident Engineer, Marshall Steam Station 12 1955 - 1961 Office Engineer, Allen Steam Station 13 1949 - 1955 Various engineering office duties with DPC

15 Q. ARE YOU FAMILIAR WITH THE REASONS WHY THE QC FUNCTION 16 WAS TRANSFERRED TO THE QUALITY ASSURANCE DEPARTMENT?

17 A. Yes. QC had, since the beginning, reported functionally to QA for 18 direction and requirements. It had reported to Construction for 19 administrative _ purposes ( i.e. , supplying people, discipline, and 20 work rules). 'O 1 Department in 1981 to facilitate better management, better working 2 conditions and more efficient operations.

3 Q. PLEASE DESCRIBE YOUR ROLE IN THE DECISION TO TRANSFER 4 THE QC FUNCTION TO THE QUALITY ASSURANCE DEPARTMENT.

S- A. I was not directly involved in the decision. However, I was kept 6 informed of the step-by-step process by which the decision was 7 reached.

8 Q. WHAT WAS THE CONSTRUCTION ORGANIZATION AT THE 9 CATAWBA SITE DURING 1980 AS IT RELATED TO THE QC 10 INSPtu rORS?

11 A. At this time, Quality Control inspectors reported functionally to the 12 ~ Quality Assurance Department. Administratively, however, QC was 13 a part of Construction. Larry Davison was the head of QC at 14 Catawba.

15 Q. WAS THE INDEPENDENT FUNCTIONING OF THE QC DEPARTMENT 16 AFFECTED ,

BY THE FACT THAT QC ADMINISTRATIVELY 17 REPORTED TO THE CONSTRUCTION DEPARTMENT?

18 A. No , because QC always looked to QA for day to day work 19 assignments, procedures and methods to be followed, procedure 20 implementation and revisions to existing procedures.

21 Q. ARE YOU FAMILIAR WITH THE 1981 SALP REPORT?

22 A. No.

23 Q. ARE YOU FAMILIAR WITH THE ACTIONS TAKEN BY DUKE POWER 24 COMPANY ' IN RESPONSE TO THE DEFICIENCIES IDENTIFIED IN 25 THE -1981 SALP REPORT?

26 A. No. .

O' 1 Q. WERE YOU INVOLVED IN THE MANAGEMENT DECISIONS TO 2 INITIATE THE VARIOUS TASK FORCE INVESTIGATIONS?

3 A. No. This occurred after my retirement.

4 Q. WERE YOU AWARE OF THE QUALITY OR SAFETY CONCERNS 5 EXPRESSED BY WELDING INSPECTORS AT CATAWBA?

6 A. No. This occurred after my retirement.

7 Q. WERE YOU EVER AWARE OF ANY INSTANCES OF CONFLICT 8 BETWEEN QC AND CRAFT?

9 A. Yes, just by the nature of the beast (M. , one group inspecting 10 the work of another), there were at times differences in opinion 11 between craft and QC. When they arose, such differences in opin-12 ion were reviewed and resolved' pursuant to Construction 13 Department procedure. I know of no conflicts between craft and 14 inspectors which had a ' detrimental effect on quality workmanship.

15 Q. WERE YOU FAMILIAIi WITH THE TECHNICAL CONCERNS OF 16 MESSRS. HOOPINGARNER AND McAFEE?

17 A. Hoopingarner was in my office several times and, as I. recall, ex-18 pressed concerns in the areas of fueling air compressors, methods 19 and practices of scaffolding, and several other concerns dealing 20 with safety and personnel matters. I do not recall any of his 21 concerns dealing with the quality of construction at Catawba. I am 22 i not familiar with the technical concerns of Mr. McAfee.
