- code, and standards required by Duke Power Company and 16 government regulatory agencies; (2) staffing the construction 17 organization and developing schedules and budgets to meet the 18 project objectives; (3) assuring that adequate construction 19 procedures are developed and followed for meeting all construction 20 activities and regulatory requirements; (4) interfacing with other 21 Duke departments for the construction and completion of the 22 projects.

.To the best of my memory, I first learned of their concerns, as I 64 understand them now, early in 1982.

PLEASE - DESCRIBE YOUR UNDERSTANDING OF THE WELDING 66 INSPECTORS' CONCERNS AS THEY RELATE TO CRAFT.

I understand there were some occasions when. the inspector and 68 the craft did not agrec e the inspector's findings. When this dis-69 agreement resulted in a verbal confrontation, the inspectors felt 70 there may have been harassment by the craft employees.
On each 71 occasion where the inspector conveyed (through his supervision) 72 his concern of possible harassment to the craft organization, the 73 incidents involving the craft were thoroughly investigated.
The 74 details of these incidents are set forth in the testimony of R. L.

Prior to the issuance of the Nontechnical Task Force Report, I 102 instructed the Construction organization to communicate and 103 cooperate with the QA Department.
These instructions were 104 transmitted through craft management to the craft employees in the 105 welding craft regular meetings, which were established between 106 welding supervisors, QA supervisors,
and technical support 107.
employees to enhance cooperation and communication in the welding 108 area.
Construction employees were directed to be professional in 109 all of their activities--with both QA and other departments--and to 110 promote a good relationship with QA.
Since publication of the 111 Report and its recommendations, I have attempted to insure that 112 these instructions and activities are continued.
