Dear Mr. Denton:

Although LILCO did not participate in the BWROG Control Room Survey Program, the Shoreham specific Detailed Control Room Design Review (DCRDR) Preliminary Program Plan contains many of the generic plan elements as both programs utilized NUREG-0700 as a basis.

This program plan (submitted to the NRC via reference 1) goes beyond the planning requirements of NUREG 0737, Supplement 1, paragraph 5.2.a, items b.i, ii and 11i to address:

The use of a control room survey The assessment and testing of Human Engineering Discrepancies (HEDs)

The testing and evaluation of design changes and the coordination of those changes with the Safety Parameter Display System (SPDS), the training program, Regulatory Guide 1.97, Revision 2, and the upgraded Shoreham-specific Emergency Operating Procedures (EOPs)

September 16, 1983 SNRC-966 Page 2 LILCO is preparing the final' program plan which is currently scheduled for submittal in January of 1984. This submittal wili also address several issues that have not been addressed in either NUREG 0737, Supplement 1, or the Shoreham DCRDR Preliminary Program Plan submittal, but have been raised in Generic Letter 83-18. The information contained in this forthcoming submittal should enable the NRC to verify that the Shoreham DCRDR Program Plan is in compliance with the intent of Generic Letter 83-18.
