Technical Specification to Change Method of Measuring j

Reactor Coolant System Flow; Telecon i

On January 5, 1995, a telephone' call was held between members of tne fiRC Staff and Duke Power Company to discuss 'the subject Technical Specification amendment, as proposed in Duke's submittal dated January 10, 1994.

Principal participants in the telecon included Vic Nerses, Bob Jones, Bob Martin, and Harry Balukjian for the Staff, and Gregg Swindlehurst, Jacky Lee, Mike Carroll and Scott Gewehr for Duke.

1 During thin telecon, Duke agreed to commit to the following:

= Continue to perform calorimetric heat b.tlance testing,

= Continue to compare flow, as measured by the elbow taps, to t

flow calculated by the hydraulic flow model.

If flow measured by the elbow taps ever oecomes higher than flow predicted by the model, Duke will notify the NRC. Also, if Duke changes the hydraulic flow model in a manner which affects the results of the model, Duke will notify the NRC.

This hydraulic model was formulated and reviewed under a 4

i quality assurance program which meets the requirements of 10 CFR 50 Appendix B (QA Condition 1).

A portion of the proposed amendment, a

change to the flow measurement uncertainty which appears on Figure 3.2-1 of Technical Specifications for each station, is hereby withdrawn.
