Director of Nuclear Reactor Regulation Attention: Mr. A. Schwencer, Chief Licensing Branch No. 2 Division of Licensing U. S. Nuclear Regulatory Commission Washington, D.C. 20555 Subj ect : Clinton Power Station Unit 1 Post Fire Emergency Lighting

Dear Mr. Schwencer:

References:

1) SER 9.5.3, Emergency Lighting (page 9-30)

(NUREG-0853).

2) 10 CFR 50 Appendix R, Section III, paragraph j ,

Fire Protection Program for Nuclear Power Facilities Operating Prior to 1/1/79, Specific Requirements, Emergency Lighting.

3) Standard Review Plan 9.5.1, Section C, Subsection 4, paragraph e. Fire Protection Programs, Positions, General Plant Guidelines, Lighting and Communication (page 9. 5.1-31) .
4) IP letter dated 12/16/82, (U-0586), G. E. Wuller to A. Schwencer, NRC.

Reference 1 states that Illinois Power (IP) will meet the emergency-lighting requirements of reference 2 by installing 8-hr. battery pack lighting units in all areas needed for operation of safe shutdown equipment and in access and egress routeo.

In the reference 4 submittal, IP requested an exemption from the reference 2 requirements because the Clinton Power Station has lighting fed from lE sources in the required areas.

Recent telephone conversations with Messrs. J. Stang and H. Abelson of NRC Staff have led to a change in our emergency lighting system and an exemption to the 10 CFR 50 Appendix R requirements is not needed.
