Defect in the Design Safety Function of the Filtration Recirculator Ventilation Systm Heater Control Panels at Public Service Electric and Gas Co.'s Hope Creek Facility.
The following information is provided pursuant to the requirments of 10 CFR Part 21 to report a potential safety concern as emnunicated by Mr. L. D. patterson, of Nutherm International, to Mr. Thomas Andrews, of the Nuclear Regulatory Ccmnission, by telephone on August 7,1991. This issue concerns the potential for the maltunction of the Filtration Recirculator Ventilation Systm Heater Control Panel No.1DC043 and 1AC045 due to excessive heat rise within the control panel.
Nutherm International was informed by Public Service Electric & Gas Co. (PSE&G)
Hope Creek on May 20, 1991 that they were experiencing problems with Filtration Ventilation System Heater Control Panels, manuf actured and qualified by Nutherm, blowing fuses and that sme discoloration of wiring existed af ter the empletion of Technical Specification Surveillance Testing.
Subaequent testing revealed that excessive heat rise existed within the heater control panels when operated at 100% power for extended periods of time. Further investigation has concluded that the design of the control panel is inadequate relative to design calculation to dissipate heat generated by operation of the system during Technical Cpecification Surveillance Testing. This conclusion was reached after receipt of independent testing results on August 6, 1991.
The Heater Control Panels that contain the defect are unique to pSE6G's Hope Creek Facility (Tag No. 1DC043 and 1AC045).
The inTnediate Corrective Action taken was the removal of the heater control panel doors which has negated the heat rise proble.
As a permanent fix, PSE&G may elect to install / provide ventilation that will maintain the integrity of the heater control panel components.
Nutherm has advised PSE&G's Mr. A. Blum, Program Analysis Supervisor, that for the condition reported the units are operable with the heater control panel doors removed, for both the normal and accident conditions (assuming the revised 100 days + 10 days margin for the accident period).
