Dear Sir:

The NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an Interim Report is attached. It is now expected that this information will be finalized by November 30, 1983, at which time a complete report will be submitted.

INTERIM REPORT - DER 83 POTENTIAL REPORTABLE DEFICIENCY

1. Fotential_ Problem
Specification 13-MM-234A specifies operability requirements for the Main Steam Isolation Valve (MSIV).

During the Hot Functional testing program, the project experienced considerable operational difficulites with the MSIVs supplied by Anchor / Darling Valve (A/DV). Repeated component failures required rework and modification in order to commission the valves for testing. The problems range from safety considerations such as oil and nitrogen leakage to operability concerns such as valve closure time, valve float, and valve droop.

II. Approac'h .To and Status. _Qf _ Proposed Resolution .

Bechtel has been' corresponding with A/DV to resolve the conditions.

The action plan is a craining_ seminar presented by A/DV to

!- maintenance, operations and startup personnel. The seminar will cover maintenance of the hydraulic actuators. BPC Engineering will be present-at the training seminar to discuss the operational difficulties with A/DV and evaluate A/DV recommendations for corrective action to the valves.
