Plant Chemist Qualifications Notice of Deviation dated April 13, 1983 In response to Omaha Public Power District's letter dated May 13, 1983, concerning the subject violation, your letter dated June 6,1983, expressed concerns regarding District policies governing selection of qualified individuals to fill vacant positions. The Comnission's primary concerns centered arobad an apparent disregard by the District of industry standards involving selection of key District personnel, specially the Fort Calhoun Station plant chemist.

When the current Plant Chemist was placed in the Plant Chemist position, it was fel t, by the District, that the ir.d'vidual filling that position was qualified pursuant to ANSI 18.1-1971.

The District also felt justification for this appointment was strengthened by the qualifications of the Supervisor-Chemistry and Radiation Protection, who would be providing additional guidance and informal training to the Plant Chemist. This interpretation of ANSI 18.1-1971 was delineated in the District's May 13, 1983, response to the subject Devia tion.

The District has since considered the Commission's opinion on how ANSI 18.1-1971 should be applied.

In an effort to assure the Commission that the District does make every attempt to determine the intent and adhere to the recommendations of all applicable industry standards, the District has prepared the following response to the Commission's request for additional infonnation concerning the subjet.t Deviation.

(1) Corrective steps which have been taken and results achieved.

To ensure full compliance with the Commission's view of ANSI 18.1-1971, the Plant Chemist's present qualifications have t,een reviewed by all levels of Division management and found to be sa tis fac tory.

Although not specifically required by industry standards, the Dis-trict intends to establish a written procedure in the form of a plant standing order which will govern the selection process of per-sonnel appointed by positions for which compliance with ANSI 18.1-1971 is required by Fort Calhoun Station Technical Specification 5.3.

This selection process will involve all levels of Production Operations Division management. Acceptance criteria will be delineated in the respective position description, ANSI 18.1-1971 and/or Fort Calhoun Station Technical Specification 5.3.

This procedure will be implemented by August 15, 1983. The effected

. position descriptions will also be rewritten by that date.

1 (c) Date when full compliance will be achieved.

The District is presently in full compliance with ANSI 18.1-1971.
